You need to sacrifice two armies in that territory. Those armies can move there this turn though.

The Belgian Empire is not against reasonable exchange in matter of provinces, especially since the liberation of France and Germany provided us with large tract of land. However, we require a bit more than goodwill in exchange for South Sweden and Norway (that can be occupied by our troop next turn). What is the Karelian Confederacy willing to offer?

The Karelian Coalition would be willing to trade Explosive Shells for South Sweden, although it will take two more turns to discover the shells. Plus, the Scandinavian province  is far away from the core of the Belgian Empire, and it would free up Belgian soldiers for other fronts.

We would only need to garrison Sewden if the Karelian was getting ready to attack us. I'm sure that's not a concern, is it?

As for Explosive Shells, our own engineers are on track for getting them at about the same time. Getting them one turn early doesn't sound such a great deal for two provinces, especially for a peace-loving nation such as Belgium who has little need for instruments of war, our current kerfuffle notwithstanding.

((Is it okay to trade max armies and PI Haspen? Or have them build stuff on my provinces?))

You won't be trading two provinces. Karelian forces are planning on occupying the Kingdom of Norway later this month. This deal would also allow you to spend two turns researching another technology, while we research Explosive Shells.

Sweden isn't a valuable province, strategically. It has no province improvements, and it's only worth one max army. You could trade it, right now, for a two-turn research advantage.

Edit: welp, just realized you're already at 2 turns to finish researching shells. Nm, then.

I would however be taking a strategic risk in that I'd be handing out Sweden with no assurance of you holding your promise.

The Belgian Empire is willing however to give Sweden for a significant investment from the Karelian's construction firms in Belgian infrastructure. If Karelian engineers build four academies in 55, 56, 49 and 45 as well as a railway in 46, we will grant the Karelian Sweden and renounce any claim we might have over Norway.

This deal however is contingent on the Karelian agreeing not build ports in Norway and South Sweden, as those would directly threaten the Belgian heartland.

The Karelian Coalition is willing to accept that deal, if the number of academies built is lowered to two. You can choose which two.
