For example, diplomatic pacts and treaties should be reviewed and formed, not to mention that forces should be deployed in strategic positions just in case.

I'd like to offer a alliance and the respective trade and tech treaties to Eastern Canada. Since we're both bloodthirsty imperialist power bound on oversea conquests, we should get along just fine.

While this offer is tempting, our bureaucratic workload means we are unable to accept the trade and tech treaties at this time due to prior requests.  That said, we would accept the Alliance offer if the Belgians are willing to accept it by itself.

The AAI has put several treaties in place recently; we cannot handle further load. Also, the AAI, for the time being, only intends to enter into regional diplomacy.

The Roman Republic is also suffering beurocratic overload, but has space for one more treaty. We would be happy to form whichever pact the Belgium Empire prefers.

I think the Island Alliance still has room for one more treaty. We would prefer a trade treaty with the Roman Republic at the moment, as we feel that increase industrial production will be better for both of us in the short term, as building more academies will bring more research benefits than improved scientific exchanges.

Since the Karelian Confederacy refuse our treaties, we offer Research and Trade treaties to the Ottoman Empire. We still wish well to the Karelian, and would be honoured and they would sign an alliance, or failing that, at least look on us as friends.
