A guard punched him and his head collapsed into a lump of gore.

He was on duty 24/7 so there was no way he's responsible for whatever the mayor mandated...

Well, there's your problem.

Also, next time just build some restraints, for Armok's sake, man. And/or issue your Fortress Guard with wood training maces/war hammers/whatever. You'd be surprised how fast you can achieve no fatalities.

I didn't see the mandate and I forgot to build a jail.

There's no training hammer/mace as far as I know...I believe the guards will use their fists if you equip them with weapons.

Maybe I should have the guard in the first place, they are all legendary fighters, so even their fists are fatal.

IIRC, you can give them wooden crossbows to beat dwarves with. Candy maces/hammers also work a treat.

Gotta hand it to that guard, I wouldn't have noticed the Glasscrafter disguising himself in full plate mail and calling himself an Axelord.
Good on him for taking him out, who knows what he would have disguised himself as next!

That is a little bit silly.He probably should've been a full time soldier, without any civilian labors.

How does it work?
If the mayor mandated a shield, it could be done by either a carpenter, leather worker or armor smith.

Well, did the dead dwarf have any labor skill before joining the military?  If so, the dwarf still counts, in civilian terms, as whatever the highest skilled labor is.  Mandate violation punishments are meted out on a random dwarf with skill related to what was ordered for production.  Hence, if that dwarf was a carpenter when a civilian, the axelord could have just drawn the short straw for who got the punishment.
