How long would that peace treaty have lasted, Sheb? No, really, if you're honest with yourself, and with me, we both know if wouldn't have lasted longer than the research time of these tanks. You're good at this game, which means treaties are only as useful as the mechanical advantage they grant. If you're willing to turn on Karelia when the Ottoman don't let you use their territory as a staying ground, you're willing to break a peace treaty as soon as convenient.
Besides which, I'm a Monarchy (unfortunately...) which means war is basically the only way I can accomplish anything. If I made peace with you, my other option would be fighting the Ottomans, and you'd step in as soon as I began to make real gains, or they did.

I have an alliance with Canada,which is why I diverted units from my slowly-being-lost war in the North to aid them.

[b]Theocracy (Cost: -2):[/b]
The governing body is comprised of high priests of the nation's major religion, and the population is fooled with the promises of heaven, afterlife or what have you. People of the Theocracy look with disapproval at their neighbours and those eccentric 'scientists', while other Theocracies are potential targets for elimination.

Defenders of the Faith: Armies stationed in Capital Province and all land-connected Provinces adjacent to it gain +1 to Defense rolls.
Sacred Warfare: Theocracies can declare Holy Wars upon their enemy (only 1 at a time); during Holy War, Theocracy gains +1 to all Attack rolls against the target of the Holy War (+2 if its another Theocracy). However, Peace Treaty cannot be signed unless Theocracy conquers at least 1 Province belonging to the target of the Holy War.
Faith before Science: Theocracies have hard cap on the base RP/Turn equal to 10! And their Academies only grant 1 RP per Turn. Also, Research Treaties grant +2 RP per Turn for the Theocracy, instead of usual +4.
Shepherds of Happy Sheep: Theocracies are immune to Revolution random event.

It's better, but I still think it needs a bit more personally. But I could be wrong. Either -3 points, or bonus improvement per turn, or something? The Rebellion immunity is a bit out of place; sectarian differences result in civil unrest all the time. Would be plausible if they could outsource the rebellion to their foes or something, though. Maybe just making it so they can have a Holy War on anyone who declares war on them first?

When I think of militant movements in general - from a strategic perspective - I see them primarily as a way to trade long-term social development for short-term social mobilization. I'd suggest giving Theocracies a hefty bonus in max units (one extra per province, or per two provinces), but then reduce the max units for every academy, railroad and HQ the theocracy controls. This mechanism would represent the militant's dilemma, where success in worldly matters (like science, industry and military organization) tends to secularize both the regime and the population, directing them away from absolute truths and toward the practical and the personal. This secularization then erodes the ideological authority that the regime uses to legitimize itself and maintain the fervor of its adherents.

The basic mobilization vs development tradeoff that the above mechanism sets up could be balanced with additional special rules or by adjusting the cost of the government type.

IMHO, Haspen, in the interest of getting this game going again, you should just ignore the movement of his "second army" from 68 to 70 and process the rest of his orders. Considering that he only has one army, and has stated his intent to trust the Romans not to wipe him out and thereby lose his naval support, there isn't any obviously better move for him to make.

(If he posts again before you process the next Roman turn and says he'd have preferred to take back the Balearics, then you can even choose to be extra nice and fix that before you do the Roman turn.)

I should have two armies. Do temporary capitals not make armies or something? Because I had one army there before my turn arrived, now I should have two.

According to the status report, you're already at your maximum six units (1 army and 5 fleets). Is there a mistake in the report?

(Edit: I checked the rules, and it seems that you ought to have 1 (province) + 2 (capital) + 4 (trade pacts) = 7 units max, so you may be right. On the other hand, if a temporary capital does not grant extra armies, then you would have one unit too many. Let's hope it's the former.)

(Edit 2: I was misinterpreting the rules. There is no error in the report and everything is fine.)
