Why would they do such a thing? We are friendly, peace-loving and long-term friend of the Ottoman Empire. We are just doing exercises for now.

And that was why I chortled merrily upon seeing it, even as I sweated at the possibility of the Ottomans joining Belgium even further.

Also, all that would really do would be to drag them into the war, since the Khanate couldn't very well just let themselves continue to be attacked without fighting back. And I do have a straight shot, if one with penalties, at their capital, via the Black Sea.

Uh...I built research academies in three places and took a fourth one with an academy. My RP per turn (base) last turn was 8/turn. Now it's 11. Which one was the error?

Also, damn, that means I can't get Diesel Fuel this next turn unless I really mess around with Research Treaties, and I have doubts anyone will be cooperative enough to do so.
