To expand on Naval army movement, it is taken from Diplomacy.

Instead of loading an army onto a ship, moving it and unloading it, a navy can act like a connection between two regions that the army travels over. It is possible to chain up navies to move one army across several sea regions. Each navy can convoy only one army however.

What do blueprints even do?

You spend turns on them instead of RPs. As the amount of turns needed is 1+Tech's rank (so Explosive Shells take 2 turns, Aircraft Carriers 6), it's faster to use Blueprints.

Of course you first need to get Blueprints from somewhere, so be nice to your neighbours
