At this point of the game Fortifications are much better target for hate No big attack bonuses, no howitzers yet.

Or increase the D you're using so one more bonus doesn't play that big a role.

I did like the D8 in that very short-lived game that ran it.  It does reduce the power of individual bonuses (because with a d6 a +3 difference is near invincibility.)

Oh, Haspen, I have a question.

Say there are three provinces in a row. All have railroads, and one armies on them. Player A controls the left and center ones, and Player B controls the right one. Is Player A able to move his army from the left province into the center province, join them up with the army already there, and attack the rightmost province with the armies as a group of two?

Additionally, how does moving armies with navies work, exactly? Does the army have to be stationed in a coastal province at the beginning of the turn for it to work?
