Ahh, the answer is simple. As 'Developed', Belgians should start with 5 Railroads but I accidentally 2 in Northern Germany. Imma fix the map; there's now Railroad in England.

The Karelian Coalition would be willing to accept the alliance, but they request that the Belgian Empire cede South Sweden to Karelia. The Karelians are attempting to unify the Scandinavian Peninsula, and they feel that one province is not such a high price.

You can build PI's in the provinces of Nations you're Allied with.

Well, then I'm afraid I can't help the KArelians as I've not researched Sweden yet.

Meh. Not a great deal for me, but I managed to haggle for one PI, and I was probably going to keep South Sweden demilitarized anyway so Sheb didn't invade me and crush me under his boot. As is, I don't have to get in a long grinding war I'd probably lose to get one province, yay.
