which shows what the pipboy SPECIAL and Perk screens and the level up screen look like.
List of perks seen in the video inside among other info (some guesswork, should be noticeable)
-SEEMINGLY, you can put perk points directly into SPECIALS. At least, that's what I get from the text under "[SPECIAL] Training]"
-Perks still have level requirements, but never for the first rank.
-Perks are animated now.
-You can check the next ranks of perks so you can know in advance the effects/requirements in advance on the level up screen.
-Locked perks are greyed out, available perks are transparent, unlocked/chosen perks are coloured
-I won't go into what each SPECIAL governs with its perks, but it looks like guns were split up into STR/PER/AGI (maybe more) and lockpicking is also under PER.
-I'm note sure about Gun Nut and Science! The latter definitely gives access to mods of the same rank as the perk. Gun Nut looks like it gives access to mods 1 rank higher, as the rank 3 star was not lit/flashing when it was selected. Not sure what to make of this.
Perks in the video (in order of appearance, mostly. All info is rank 1 unless otherwise written)
-Perk Name (SPECIAL, Level, Ranks): effect
-Better Criticals (LCK, L06, 3): +50% Critical Damage.
-Big Leagues (STR, L02, 5): +20% melee dmg.
-Commando (AGI, L02, 5): +20% automatic weapon dmg.
-Gun Nut [I wrote it later first, check below, sry)
-Rifleman (PER, L02, 5): +20% non-automatic rifle dmg
-Science! (INT, L06, 4): Access to base level and Rank 1 high-tech mods.
-Toughness (END, L01, 5): +10 DR
-Cap Collecter (CHA, L01, 3): Buy&Sell prices improved.
-Lady Killer (CHA, L02, 3): +5% Dmg to Women, Persuasion easier.
-Lone Wanderer (CHA, L03, 3): -15% Dmg Taken, +50 Carry Weight without companions only.
-Attack Dog (CHA, L04, 3): Dog can hold an enemy, giving you a better chance to hit in VATS.
-Animal Friend (CHA, L05, 3): Aim at an animal below your level for a chance to pacify it.
-Local Leader (CHA, L06, 2): Allows you to establish supply lines between your workshop settlements.
-Party Boy (CHA, L07, 3): Immune to addiction to alcohol
-Inspirational (CHA, L08, 3): Companion deals more damage. You are immune to companion friendly fire.
-Wasteland Whisperer (CHA, L09, 3): Aim at any Wasteland creature below your level to pacify it. [Radscorpions, Deathclaws, etc., it seems.]
-Intimidation (CHA, L10, 3): Aim at any Human below your level to pacify them. -> Rank 2, need level 23: When you pacify someone, you can incite them to attack [They fight on your side, I guess] -> RANK3, Need level 50: You can give commands to pacified targets.
-V.A.N.S. (INT, L01, 1): Displays path to closest target in V.A.T.S.
-Medic (INT, L02, 4): Stimpaks restore 40% of health, RadAway removes 40% of Radiation.
-Gun Nut (INT, L03, 4): Grants access to (Perk Rank+1? - See above) Rank gun mods. Rank 2 requires level 25.)
-Sneak (AGI, L03, 5): You are 20% harder to detect while sneaking (I'm guessing 20%/rank)
-Bloody Mess (LCK, L03, 4): +5% dmg, enemies sometimes explode into paste.
