I would've gone with the Perk:Tragic luck:There is a small chance that any blow intended for Harvey instead hits someone else that has been in contact with him for longer then 48 hours, but I didn't want to cause excess trouble for everyone else.

Which kinda makes the backstory kind of out of place but I have to take what I can get from my tired creativity.

Also if I missed something incredibly obvious for my inventory, give me a yell.

Dude, 95%* of everything mutated in Fallout is hostile or prone to being such. Cazadores, geckos, radroaches... the only reason most dogs and brahmin aren't is because they were domesticated or not mutated, for the former. I don't think they were, at least.
