Ships are level restricted, and levels aren't really what counts, but skills levels are.  You can be a level 20 military player, but have level 1 gunnery and not be very good.

The main 'progression' of the game is...
New ships
More efficient with current gear
Unlock new areas you can visit
Handle more difficult situations to make more profit

As far as 'end game' goes it amounts to about three things...
PVP piracy against other players
Becoming a great trader/craft
Participating in events like the Epic Sea Feud, which are both pvp and pve

As with all MMOs, there's no 'point' to this, it always hits a cap and you just kinda waddle, so I'm not going to pretend like there's an ultimate goal.  But it's entertaining enough to raise your levels, visibly watching your skills and abilities improve as your net worth and your ability to get things done increases.  The later game becomes a trickery of min-maxing through shipbuilding and skill setup, and enormous money sinks into a few areas (company colony takes billions of golds).

So I'm trying out the game, set sail to a port that was reasonably away, didn't realize I needed to be able to speak the language, bought as much provisions as I could, ran out of money 2 days into the journey. Crew loyalty drops from 60 to 15 by the time I could go kill a pirate for some change then made it back to the port just fine. While the game didn't punish me, it sure scared me that it would.

When your crew hits 0 loyalty all they pretty much do is steal your cargo and kill each other.
