That's where the term breaks down, dogs don't pre coordinate , they see shits going down and show up to protect their own. A better analogy might be rats who don't form permanent social bonds and when the community snaps all hell breaks loose.

I'd expect it'd look a bit more just like... our modern city, from where they haven't been converted into high-rise towers or whatever, or more like refugee camps, as mentioned, where people are scraping by in tents while they wait for proper lodgings, ala the Calais jungle.

Yeah those just look like denser shanty towns. I guess they've got a stronger everythingiswonderful/ehfuckit dichotomy going than expected.

Which I mean, I guess it makes some sense that they wouldn't turn everywhere into a utopia; it's expensive even if they can manage it, and now that they're the only-ish game in town they're not feeling hyper competitive, I guess. Plus the shanties are right outside the cities, so maybe the distinction between in-city-but-expendable and out-city-but-dependent isn't that great.

Still feels a little suspiciously copout-y, though. I want to like it because JUDGE DREDD HAS ARRIVED, but I'm not convinced they didn't get a bit lazy in assets and alium motive.

Allright so defending the DLC.

The base XCOM EU appeared in 2012. No idea how much it was on launch but now it's 20 euro (without a sale).
The deluxe pack (with all DLC) is 30 euro (The base game with all DLC priced individually is apparently 56 EUR)
That's pretty close to the price for the barebones preorder and i expect the game to have a similar amount of content to EU + EW.

EW was made long after the initial game because the devs didn't know if the new XCom will be worthwhile or not (It was a turn based tactics game released in the age where most big titles and the contenders were FPSes).
It was a smashing success so they put together some extras for an expansion pack for some extra buck (the game was kinda cheap at release apparently) and started working on a sequel.
And this time because the game is guaranteed to sell well they had a far broader scope... and at the same time they put a higher price tag on the final product.
Them being dicks or not really depends on whether the DLC is going to be cut content that makes the game feel incomplete (think Mass Effect DLC) or genuine extras made AFTER the game was finished and put on the shelves.
