In Vanilla XCOM he wasn't really notable...
Getting the sense that Beaglerush made him a thing by fanboying over him :P  Beaglerush even mentions that most people dislike him for being a cheeky escort NPC.

And then in Long War you actually get him as a soldier, with his own lines, which makes him as memorable as Zhang's or Annette.
