Nice, BHK.  I do wonder if city citizens will be a problem at times...  And as always, I'm super excited for mods which may paint XCOM and ADVENT in different light.  Also EXALT please please please.
You can sorta imply EXALT. Of course, not the full-on swanky I-just-fell-out-of-Mad-Men-and-slapped-armor-onnit gear, but there's a customization option that is literally the EXALT Bandana. I'd suspect the devs were hinting at something, but Word of God said EXALT never formed.

Kinda weird considering exalt has a supposedly rich backstory with paintings of people wearing those damn bandanas dating back to the medieval ages and artifacts likely dating to even before that.

Maybe they faked all that...

As much as I loved EW, its plot additions were kinda shallow.  EXALT stylistically made a lot of sense but it never got the attention that either the aliens or Xcom got.  Meld... what the hell even was meld?  Like okay the aliens were giving it to us to us as a test or to encourage development or something but they just drop timed crates of the stuff onto battlefields and that never strikes anyone as weird?  It was kinda odd and the fact that it wasn't explained at the start even though it was happening at the start just made it odder.

Its perfectly possible to have the world panic and lose after like 5 missions, and EXALT only showed up for me right when i was about to start serious laser gun production. Perhaps EXALT realized that they didn't really need to do much, and then lay low and greeted the aliens. After that, a quick trip to a Public Relations expert tells them they need to change their name, it sounds too cult-like. Hence the formation of ADVENT, and EXALT (Now ADVENT) gets the world power it always wanted in exchange for being sneaky, race-betraying buggers. ADVENT is EXALT, its just the former is the patters end goal.

The operational arm of EXALT seemed to have formed after the alien invasion began. If the invasion was over pretty damn quick, they probably didn't think it was worth trying to aggravate the aliens by stealing technology for themselves, since the aliens were about to become their new overlords anyway.

To me it seemed to be something they were dispersing into the environment. If you look at meld canisters, it's not hard to guess that the orange nimbus was the nanomachines being sprayed out - when the time limit is up it's becasue the Meld has already been sprayed out and there's nothing left to capture. One of the escort council missions has a guy talkign about how the aliens are dumping stuff into the enviroment and drinking water, as I recall.

A theory, of course, but it makes sense.

The XCOM promptly crushed part is canon, though I think they were implied to have been sold out rather than just brutalized on mission. The ADVENT = EXALT part requires one or both sides to have different methods or goals than originally seen, since EXALT wanted the alien's tech and humanity's ascension but without the aliens pulling the strings.

The more feasible notcon is probably that EXALT has always existed, but they never officially organized into an anti-alien, anti-XCOM force because the conflict was over too quickly to make it feasible. So they're around, but not relevant to anything visible.

Alternatively, they had fancy paintings and ancient artifacts because they're snobs.

Not a bad theory.

Overall I've always thought that EW was very weak. Fun, but weak. The new mechanics are interesting from a mechanical perspective but fit very poorly lore-wise and were poorly explained.

Also, I *really* hope we don't have anything as stupid as the Exalt comm hacks that made them all have to reload. It never made any sense at all and forced a kind of strange dynamic to the battles where you'd run around hitting hacks while exalt stood around like idiots reloading the guns the reloaded last turn. Would have made more sense to have the comm hacks reduce the reinforcements that Exalt always got.

So far I haven't seen anything that bad in XCOM 2. And the hacks I have seen against the Advent troops make at least some sense lore-wise since they all have implanted chips doing mind-control stuff on them.

Sure... except it was explicitly jossed as-stated by whats-his-face the lead designer (Solomon?), check early-ish in the thread.

Nonono, it totally makes sense. EXALT heard about smart TVs and made smart guns instead. Smart guns that forget how much ammo you have if messed with :P

I agree that EXALT != ADVENT, partially because it was explicitly stated and also because ADVENT is more "global police force" than covert Illuminati.

I think EXALT's goals in EW were incredibly vague, though, and even their relationship with the aliens.  They evidently tried to steal the alien's psionic human experiments, but they waste so much resources on antagonizing and sabotaging XCOM.  And they seem to have incredible amounts of MELD to huff.

I guess they're intentionally mysterious, but I always assumed that they had an uneasy alliance with the aliens.  With the psionic convoy debacle being an instance where they got greedy, or failed to cover their tracks.

This is how I see it too, that they always existed but they never mobilized.  They copied a lot from XCOM, like the geosphere and probably laser weaponry (even if they get lasers first somehow, I suspect they stole the concept).

They could still be active in XCOM 2, infiltrating the resistance.  Assisting, for now, while covertly gathering supporters and resources.  Heck, they could even have operatives in ADVENT, preparing for a coup from that direction - but needing the aliens removed first.

I was always disappointed that Enemy Within, while a lot of fun, really didn't fulfill its name.  I wanted to deal with traitors and paranoia, and not like in the base defense.  (Though I love its cutscene a lot)

I haven't checked the exact quote but I bet it means EXALT didn't mobilize, not that the organization retroactively stopped existing.  Likely EXALT was just a project of the organization, like XCOM is a government project.

The fact that EW hinted at deeper roots of EXALT really annoys me when considering the fact that EXALT is supposedly not going to be in XCOM2 at all. I want to know the origins of EXALT! I want to know who they are and what they want!
Maybe we can get a spin-off for EXALT.
