Oh. Oh yes. Incidentally, this contains a lot of elements similar to my Elite Chryssalid proposal for EW, and I'm glad to see Firaxis took a similar mindset. Now, if only they could fly...

Altho i'm not sure they ever appeared in those... altho some aliens that looked fully aquatic did.

Tentaculats could swim, and therefore "fly" in underwater missions.

They didn't appear in surface (terror) missions.

Zombies were pretty b--t anyway. Why are they poisonous or have the damage output of a plasma rifle? Or have more armor than a Muton? (it's a corpse, being eaten from the inside!)
(I also don't think anything can go from egg to bear sized adult in 20 seconds and not also explode due to all the rapid chemistry/ nuclear fusion, but that's a topic for another day.)

Also, I very much doubt EXALT would be made of human supremacists. That kind of people wouldn't run a subversion campaign against the primary planetary human defense force in the middle of an alien invasion. They're pro-alien, collaborationists, clear as day.
They were only doing what Earth's governments did when they realised they were up against a far superior and near-unbeatable enemy. Cut your losses and secure your position as well as you can for the changed world.
By the events of XCOM2, it's not unreasonable that EXALT have seen and do not like the changes happening to the world, and have the resources to do something about it.

But it would require enemy infighting and I'm pretty sure that's not a thing. So it's unlikely to happen.

So, XCOM recruits are the descendants of EXALT.
As you said, traditional governments would have complied & tried to keep their power.
Their troopers would have, for the most part, stayed their troopers & become ADVENT.
EXALT was a terrorist organization pursuing its own interests, which happened to align with collaborating while the earth govs didn't.
If the earth govs surrendered immediately, the aliens would have no use for EXALT, and for whatever reason their interests are now set against ADVENT and the new world order.

They're both so harmful and so hard to kill because the Chryssalid egg basically OD's them on Space PCP.

And, as for not exploding...they do explode at the end.

Plus the alien PCP.  Humans are inhumanly strong and tough with the right "cheat codes".  We just break our bones and tear our muscles as a side effect.  But in the meantime, you have berserkers.  I'm pretty sure a lot of drugs and extreme mindsets basically make you immune to shock, hence why you hear about people getting shot multiple times without falling right away.
