maybe try the "Hidden Fuckup" system where if someone's actions are really complicated or wide-reaching, it's likely that something went wrong along the way, maybe many things and they don't find out until later. It's a sneaky way to encourage sensible actions, as massive plans as a hidden action fall apart and stuff
