Yes, mages should be able to spend 2 mana to increase their spell's Zap roll by 1.
Yes, mages should be able to spend 3 mana to increase their spell's Zap roll by 1.
Yes, mages should be able to spend 3 mana to increase their spell's Zap roll by 1, but doing this provokes a Luck roll: on a roll of 2 or less, the spell loses one Awk.
No, this is a very bad idea.
No, this is a somewhat bad idea, I have my own ideas. (Post in thread).

Clutching his wooden wand, Harvey makes a determined face. He doesn't know where he is, or who any of these people are, but if winning this wizardly tournament will get him home, he has to at least try, right?

"Akemay Aterway"
Conjure water in targeted area. In this case, somewhere inside Mizlan's skull. Preferably his eyes.

Transform self into monster. Hopefully a monster with no need of eyes. If that works out, charge Harvey using the most direct route possible.

Turn Seven: We Need To Send Him Against Drake(and everyone in Roll to Magic).

INIT:
((For the record, the arrow that hit robes shattered.))
Ejiro(26-10=16)
Conein(12+10=22)

Like normal, Conein is the first to act. (not that that helps him in this fight.) Will(4) Conein surpasses the pain... and gets a headache in the process. (-1 to Awk, this turn) Then he does something absurd. Luck(4) He promptly wrenches the arrow out of his lung. Causing another pain spasm in the process. Will(6). Which is promptly ignored. With a rather loud battle cry, he lunged at Ejiro. (1vs.1-1-2=-2) That would have been impossible to hit with if Ejiro wasn't relaxing on the ground, stock-still, hoping in his natural toughness to protect him. (4-1=3vs.6+2=8) The arrow promptly shattered on Ejiro's robes. Yep.

Ejiro grumbles, standing up, smashing his bottle(4) into several useable shards and promptly attacking Conein with it. (6vs.1-1=0)...(2+1(bad dodge)-1=2vs.4+2-2(chest)=4 or 6) The shards promptly shattered on Conein's shield. Ejiro promptly followed up with his spell.

Zap(4+6=10)
Awk(6-1=5)
Ejiro Luck(5)

Ejiro gestures in the air, watching as... Conein Luck(3) gravity began to increase in a wide radius around Conein, promptly concentrating down to Conein's area. Conein promptly collapsed to the floor. (Gravity field, use strength to stand, otherwise lying prone, anchored to Conein, two turns).

Random Event(2) No, no.

Spoiler: Ejiro (click to show/hide)
Spoiler: Conein (click to show/hide)

((No. Not yet. At the moment we have a hardcore "random malignant field" specialist dueling a versatile mage, plus a Harry Potter parody fighting a fanatic with eldritch magic. This is hilarious.))

Turn One: Pathetic.
Lo.
INIT:
Harvey(30+10=40)
Mizlan(18)

Harvey immediately throws out a gesture with his wand, frantically trying to drown his opponent.
Zap(6)
Awk(5+3=8)
Harvey Overkill Luck(5)

Something's gone horribly right. A rather large bubble of water materializes around Mizlan. All over him, in his skull, in his face... Mizlan Luck(4) Thankfully dripping outwards... forming a bubble of water around Mizlan's whole body. It doesn't seem to be moving. At least it isn't anchored to Mizlan's position.

Mizlan grumbles, promptly casting his monsterification spell.
Zap(4)
Awk(3+2=5)
Luck(2)
Lo and behold, a mass of skeletal carp! It's exactly what he wanted- with the exception of movement ability. At least they don't need water to breath. (Now a large mass of skeletal carp, -2 to dodge outside water, +2 to dodge within it, difficult to damage, next (Luck: 2) three turns.)

It hasn't worked out.
Random Event(6) There's an odd looking dwarf you both notice through the fortifications. In fact, it's Null in disguise! "It's not much of a fight, is it? Perhaps we should give them something to fight over!"

A heap of sealed bottles of alcohol lying atop a magma-proof stone grate drop from the ceiling, landing in the middle of the magma tiles.

Spoiler: Mizlan (click to show/hide)

"But I'm underage!"

Nevertheless, grab the bottles using 'Come Hither'. Mizlan doesn't have any direct means of attack, anyway.

Mizlan shoots Null an annoyed look.

"GLUB!"

Summon a monster, and try to wiggle into the water sphere if at all possible.

Grab another bottle. If full of alcohol, chug it and smash him in the lung. If empty or full of an unsavory substance, smash him in the chest with it. If unusable, just kick him instead.

Turn Eight: Crushing Blow

INIT:
Ejiro(33-10=23)
Conein(26+10=36)

Naturally, Conein is the first to act(despite being gravitied to the ground). A few magic gestures and an arrow is launched from his position at Ejiro. Will(3... agh, agh, -2 to Awk)
Zap(4+2=6)
Awk(4+1-2=3)

Although not well aimed, the ballista bolt was quite powerful.
(4-1=3vs.2-1=1) Ejiro stood stock-still again. Perhaps he has a death wish?
(6vs.4+2=6) Conein Luck(1) Ejiro takes the bolt in the stomach. That would be an issue if he hadn't caught it with both his hands. It really does look like a spear(a rather thick one).

Ejiro adds the bolt to his hammerspace, promptly grabbing another bottle. Luck(3) lo, a half empty beer bottle! Ejiro promptly chugs it(+5 mana, the next +5 from alcohol will trigger the +1 Zap -1 Awk), then wields the bottle for a melee attack. (5vs.1+1-2-1=-1) Waht. Conein decides to pull Ejiro's trick. That's not going to work out well. (bad dodge, +1 to damage)
(6+1-1=6vs.1+2(shield)-2(chest area)=1)... Ejiro Critical(4) Ejiro slams Conein in the previously ripped lung. With not very surprising results, despite Conein's shield. (crushed lung, -1 to physical rolls, roll will to avoid additional penalties, death in five turns)

Random Event(2) nothing happens, like normal.

Turn Two: There's not really a good title for this turn. But golem.

INIT:
Harvey(14+10=24)
Mizlan(40)

Mizlan realizes that his new body is already within the water globe. So he goes right to his spell, somehow casting using a few dozen fins.
Zap(4)
Awk(6+2=8)
Luck(5) Bonus Luck(1, no special bonus)

Lo, beholdeth the mighty Golem! A being of stone, completely obedient to Mizlan's commands! And it receives commands via telepathy!
(Mighty Golem: Stronga 2, Tougha 3, Quicka -1, completely obedient to commands from Mizlan)

Harvey trembles upon seeing the monster, but manages to cast a spell anyway.
Zap(1)
Awk(6+3=9)
Luck(1)

Absolutely nothing seems to happen. Nothing at all. Yet... what in the... Luck(1)... Harvey feels a something enter his body. It seems although his own power was lacking, he accidentally broadcast an "invitation" of sorts. "I feel... your desire... for the power... receive, but pay a price... a price..." (Gained a something. Special status: lasts beyond this match.)

Random Event(6) "Well no wonder they're not fighting, they don't have weapons!" A variety of adamantine weapons drop to the feet(fins?) of the combatants.

Spoiler: Harvey (click to show/hide)
Spoiler: Mizlan (click to show/hide)

Turn Nine: More Demonstrations of Ejiro's Awesomeness.

INIT:
Ejiro(1-10=-9) ((...I use random.org, 1d60. The result: 1. ))
Conein(45+10=55)

Ejiro zones out, thinking of how he's going to kill Conein. This gives Conein a chance to confuse Ejiro's mind. Will(2) agh, the pain! (-2 to Awk, -2 to dodge, this turn)

Zap(6+2=8)
Awk(4+1-2=3)
Conein Luck(1) You know what they say, you're your own worst enemy. (self confused), (-1 to all rolls, next two turns)

Conein gestures, making a twisting motion with one of his hands. Then it twists and confuses his own mind.

Ejiro smiles and sends his spear towards Conein's chest. (2-1=1vs.1-random.org hates you-1-1-2-1-2+1=-5) That would have missed if Conein didn't try to pull an Ejiro. (6+1-1=6vs.5-2(chest)=3(chest),5(everything else).) Ejiro Crit(3) Ejiro sends his spear into Conein's chest, wrenching it through his ribs, thankfully not hitting any vital organs. (agh, -2 to will next turn)

Zap(1+6=7)
Awk(6-1=5)
Ejiro Luck(5)

Lo, candlelight. Or rather, many small spheres of flame dancing and candling into flame and beauty around Conein. (Pyros Lumen, roll to dodge beautiful fiery spheres each turn, next two turns).

Random Event(1)
"Yo the ground shakes with a new beat, behold the new boy off the street, times a-changing, life's a-bringing, flames dancing and stars singing, lo and behold Rappier the thinking and the knowing, showing now you your death, your fate, let it not abate by the musssicc..."

A madman seems to be walking towards both of the mages. With every step of his the ground beats to an unheard rhythm.

Spoiler: Ejiro (click to show/hide)
Spoiler: Conein (click to show/hide)
Spoiler: Rappier (click to show/hide)
If you notice any flaws with my rolls, you should point them out.
