Yes, mages should be able to spend 2 mana to increase their spell's Zap roll by 1.

Meanwhile...

12 mages of various specialties and power levels walk into a lobby. A tall man wielding an odd sword walks into the room from a different door.

"Okay. Here's how the thingamajigs in the tournament work. You may notice we have 12 players. That factors down to 2x2x3. Thus... the players will compete in a two person duel each. Then another, and after that we will have a 3-person finale! Now let's find our first two contestants!... er... I'm going to need a list of the mages first. Excuse me."
Mizlan comes forward and hands Null a piece of paper. "Oh, this helps, thank you." Conein follows up. "Much appreciated." Then comes Harvey. "Very convenient, thank you."






"Okay. That's everybody! Finally. Now let's meet our first two contestants!"
Splotches of color fly through the air and enter the host's hands! (1d12: 2) "Our first contestant... is... Avery!" (1d11: 7) "Our second contestant... is... Person! Person? Is that even a name? Ah well. Now then... let's choose an arena!"

(1d6: 2) "Today our contestants fight in a Dwarf Fortress! Do you two have anything to say before we begin?"

Avery casts throw orb of random effect, jumping to the right (my right not yours) as he does so as he expects an attack.
