After a goblin ambush that killed 6 dwarves my mayor started throwing a tantrum and punched another dwarf in the head killing him then punched a dogs leg off and threw it at a child but nothing is showing up in the justice screen about it.

The mayor said the goblins did it, nothing to see here move along citizens. There is also technically no law against punching a dog's leg off and throwing it at a child.

I concluded one of my captains of guard was deaf (or possibly a Vogon) because although every dwarf and his cat would go report crimes (usually when they were meant to be doing other things like digging or trading) no crime ever came up.... or maybe the captain of the guard was just lazy. It is possible he had a high level in comedy (I was experimenting with embarkation skills at the time, and can't remember if he was a starter dwarf or not) but whatever his reasons, he just didn't tell me about the crimes that were reported to him.

It may have to do with personalities. 

There is now a value for how much chaos/violence/turmoil someone thinks is "healthy" for a society, and if you have a lawdwarf who just loves him some good ol' fashioned fisticuffs, maybe they let the fights slide?

Why wait for the Fortress Justice system to take effect when you can dish out a little justice of your own? Burrow the mayor at the bottom of a shaft and dump the dog's legs, dog, murder victim, flood gates, etc onto his head. Or whatever else you feel homemade karma has in store for him.

Technically, I read that you can fix that with the ETHIC:OATH_BREAKER tag.  Pushing it to something like PUNISH_REPRIMAND or MISGUIDED means that dwarven law shouldn't care much about mandate breaking.  I haven't tried it myself, though.

That's pretty much the Murderous Dwarf, already, it just has a target. 

Such things also shouldn't happen all the time.  Nobody would need a justice system if every murder victim could get their own revenge.  (Of course, most dwarves are properly buried, so this would mostly be undiscovered dwarves from murders where they hid the body, not public lethal tantrums.)
