My dwarves won't harvest plants, I've been playing 47.05 for years and never encountered this before. This is a new fort.

Farms :

Stockpiles are set to accept plants and leaves. I made a second food stockpile to see if that one would work.

Proof that farms are accessible :

1 : this is below the farms, connected by ramps. you can see that they've been working at these workshops.
2 : my idlers. you can see the ramp entrance at the north end.

(I have personally observed dwarfs walking up and down these ramps past the farms.)

No military. No burrows. No meeting halls. No locations. No tantruming, depressed, socializing, injured, or otherwise indisposed dwarfs. All dwarfs have farming and food hauling enabled. Orders are set to all dwarfs harvest, and dwarfs gather food. All dwarfs are idle.

I've saved and reloaded, that didn't do anything.

Correct me if I'm wrong, but I don't see a wall backing the ramp that leads to the farm? I see a wall backing the ramp on the north side of the workshop ramps, but if that leads to the farm above then the only valid path above is to the north which is another set of ramps going up but no path to the farm to the south.

Started a new fortress in a haunted Tundra, grabbed some free serfs from the occasional visiting job-seekers. Avoided taking performance troupes, since it's a PITA to check each one of them. But one elf came and applied for residency as part of a performance troupe…except that he was alone. Very much alone; he was the only visitor at the time. So I guess, why not? (apart from being an elf)

Several months later, I got a message: "Kammat Somesuchname, Human Dancer and others have returned."
I definitely didn't send anyone out, whether on a mission or whatever, so I was very much surprised. Turns out they're all part of the elf's troupe. Never knew troupes could apply for residency without the whole group being on location.

Never seen that either, interesting.

Meanwhile the caravan guards visiting my fortress went mad after a thief tried to sneak past them. After killing the thief they ran into the fortress, and killed both my sherrif and my off-duty military commander. I managed to kill the guards with a bit of luck before things could get further out of hand. 
The outpost liaison never made it to my fortress because a pack of eight agitated giant bluejays murdered her the second she walked onto the map.

This is my fortress second year. The first year's caravan was destroyed because part of the river flash-froze, causing the caravan to make some ill-adviced pathing choices through the riverbed.
Diplomacy with the motherland is going to be interesting over the next few years.

Probably not an odd occurrence for y'all, but its a first for me. Let's see if I can explain this.

I was digging out more space for my metal bars down by my magma forges, and I stepped away from my computer for a few minutes. I come back to a message saying that the circus had come to town, and I contemplated savescumming but got over it and decided to let it ride. I thought that was the end, but fortunately, the clowns arrived at the wrong address, at the bottom of a different candy cane than the one we broke, and almost all of the clowns got discouraged and scattered to the edges of the map. Unfortunately, the only ones that were clever enough to path over to the correct candy cane were the only ones that could fling webs. There were only four of those, but my army couldn't crush them without insane casualties because my army met them at the one juncture those clowns were strongest: a horizontal portion of my grand staircase (I have a sneaking suspicion that web creatures don't have it in their brain to shoot directly above or below them). There were 70 soldiers, and only 17 survived. Fortunately, they were a steel bulwark against that handful of clowns, and all my civilians were saved by their sacrifice. Only two of the surviving 14 soldiers have clown kills to their name, and all four of those clowns acquired names from the carnage. So yeah, not how I was expecting to survive a visit from the circus, but the hole was sealed and the dwarves were buried. All's well that ends well.

That sounds like an epic battle!

I'm taking a much less bold approach to the clowns - I sealed off the caverns for about a decade and gave them free reign, and now I've released a couple hundred caged prisoners (mostly humans and elves) into the cavern to distract them while I send an elite crew down to seal the breech.

Also, if that cavern layer has open edges, then it's possible some of those clowns wandered off-map and found some of those "downward passages" and escaped into the overworld. You should check your legends when you can

I've never had clowns escape into the caverns, but I've used a similar strategy to take care of particularly nasty forgotten beasts.

I sure hope so!  I already killed all the FBs, Titans and Megabeasts in a previous fort, so the world needs a few monsters.

That's been fixed since 50.01. I don't think there's any way to fix it other than to stop playing outdated versions.

The best you could do is create a dfhack script to emulate getting more logs by spawning them according to trees cut down, or just use createitem to grant yourself more logs.
