There is mana (this whole planet has traces), but as is the case in most natural environments it is in nowhere near the require concentrations to actually manipulate it amidst the noise of the surrounding environment. It is possible to manipulate distributed mana within interstellar space because there is absolutely no stimulus to throw the mana molecules off course and disrupt their functioning. When dissolved in other forms of matter, however, mana becomes inert and can no longer be controlled easily. Hence why you can't control a circumstellar ring even if it has mana inside it. You must isolate it.
Mana hardly comprises any significant percentage of the air mass anyway. That's why you're trying to track down the air sifters--those are designed to concentrate the stuff.
[5] What you CAN do, however, is use your powers to activate the air sifters on the balloons already in the vortex. This concentrates it and allows you to manipulate it into your hand. While this doesn't decrease the mass of the vortex by much, you did get yourself a few potions out of it, so it's not a total loss of time.

Resteroth (Coolrune206)It looks like things here might turn bad. Take metal compounds from the walls of the spaceship around me, and materialize a sword in my hand using them. A sword made of spaceship metal. Preferably, the sword will be a longsword with quite a bit of artistic flourish on it. Wield it in my primary arm, and continue to watch the swarm.
[6] The sword comes together, but something about the hull isn't right. There are holes and pockmarks in the material. Somehow you miscalculated the material properties in your head. Then you realize the problem. The radiation leaks transmuted some of the atoms in the steel, giving it unexpected properties! The sword is otherwise close to the initial specifications. It just looks like it'll snap in one hit.
