I am working on a setting and combat system that involves the usage of sword-shaped tombstones made from roman concrete mixed with the cremated ashes of dead soldiers as bludgeoning weapons.

That sounds endlessly interesting but I cannot find the effort required to ask about it.
Instead, I will say it's most likely like a small block of normal concrete? Maybe?

What I'm mainly worried about is that it may just snap in half due to being relatively slender, which would be quite a problem. I'm considering that perhaps rebar bay be used to reinforce it, but that would likely increase the cost by too much.

The sword shape isn't the most viable design, so they'll try one or both of 2 things.
Rebar.
Different concrete, by using a more rough concrete, you make it more likely to crack, but less likely to snap in half.

Put it like this, an imperfect diamond, while less sharp, is less likely to snap in half.
The crystalline matrix of diamonds is weak at select angles, it's like 2 smooth surfaces glued against each other, it slips.
Imperfections is like the surfaces having dips and spikes, making it fit into each other like jigsaw, and making the glue more effective.

So while a concrete sword made of rougher concrete would crumble, it's matrix is less likely to line exactly, making it harder to crack it all the way through.
It'll still snap in the end, but at least it survives a couple hits.
