I mean, you collapse the people into more granular, larger, easier to manage groups first. The long delay is caused by the need to think of a plan to distribute around 50 dices for the best result.

 Like I said, I could collapse them into larger groups, but I dont know how you want things arranged, or your plans. Do I just dump people into groups based on what they know, thus making it harder to do more than one project requiring that knowledge, or do I have groups with one dude from everything, potentially wasting things?

In the interest of moving on. In hindsight, since we only design like 3 things a turn, and there are like 6 categories of engineers, grouping won't work.

Nope, as hiring workers to man them is automatic. However, building the structures themselves does take people.

 Well, turns out that wikipedia can be a pain in the ass when it comes to finding out just what weapons/equipment was used by comparatively minor nations in the 1930s... And also that only two rifles where really made in 7.62×54mmR by 1934, and those are the mosin and a winchester. Plenty of machine guns though. Infact, I am going to list all of them and let you guys choose what ones you want to see about getting.

 So, how do you guys want to handle the baddies? historical nation, with all its gear and military, or one made via a listof stuff, similar to how Ukrainian Ranger handles it?

As far as the MG's go, I don't have much of an opinion. All of them, I guess? Whatever works.

Pertaining to the enemies, I think it'd be cool for them to be historically accurate nations.

Lets get the ShKAS, it's the best machine gun for aircraft use.
The Degtyaryov machine gun is not vastly better than the lewis gun.
