Also, on the ammunition front (which includes torps), for the most part you only have limited stocks of ammo for the weapons you started the game with. In the case of torpedoes, they are whatever was dumped at the island and on the ships when they where initially brought over, so the design could be 20 years old.
Oh, also, reverse engineering designs (say, taking apart one of the tank guns so you can make it and its ammo, or taking apart some .45 or 9x19mm ammo so you can make some yourselves, or doing the same with captured/wrecked equipment) will be a "short" action. I.E., a free action that costs a worker or eight. There will not be a roll for this, but it does take up workers. If you want to improve whatever it is, it is then a standard design action. If I feel it is a bigger project (taking apart a massively damaged aircraft/tank/ship/weapon/whatnot to reverse engineer it) it will be a standard design action.
