Sorry for the wait, the incomplete nature of this and similar, here we go with an update!
Fall and Winter of 1938 With fighting on Kholmistyy Ostrov still remaining at a near standstill, the bulk of the Brazilian navy remaining in port and fighting in Spain tapering off to occasional skirmishes (and there even being talk of a truce of some flavor), work continued.
After the mediocre result of the T-SP-M1938 'Beachmaster' a team was set to work on a far less... Interesting design, dubbed the POIT M1938 or, according to others, T-I-M1938, which is based on a Beachmaster after it has been lengthened, uparmored, the general shape modified to be the same as the POAC, turret ring moved, more engine space, no spaced armor in the front or back, the sail drive removed and replaced with a pair of water pumps, a hull machine gun... Wait, this is sounding like a modified T-SP-M1938... Well, it just got a new name. T-SP-M1938MK2... Thats... Three? Man, some accountant somewhere is screaming, as will every military historian in a decades time...
Huh.
Anyways, when fitted with a prototype 350hp diesel engine(see below) the whole package masses roughly 24 tons and operates roughly as advertised. To be sure, the crew who tested it out likes it a hell of alot better, even if there are still a few niggles to work out. Like the fact that moderate seas still want to eat it...
So, we already mentioned the new engine, correct? Better tell you all about it then.
The "NTM350hpADE", which supposedly stands for "Not The Mines 350 horse power Armored Diesel Engine" and which was changed just about as soon as it was approved for development (Our mines are actually rather nice places to work. The partial payment in gold helps to ensure that). In any event, the finished product provides the power of five SDEM1933 at roughly half the weight and cost, although it does not allow combining with the older model, thanks to slightly different frequency rates or some other such thing that only engineers understand. The engineers also note they had a hard time with it, something to do with understaffing the project.

Next up, a new rifle! Well, carbine. The R-S-R M1938 was developed to be a semi-automatic carbine firing the exceedingly high-velocity .220 Swift.
The resulting weapon is a meter long, weighs just over four kilos when loaded with a 20 round box magazine, or just over three and a half if the folding bayonet is removed and it is unloaded. The bayonet, when unfolded, adds an extra quarter of a meter to the weapons length and makes aiming through the peep sight nearly impossible.
A note on the peep sight: Instead of adjusting the rear sight assembly to correct for manufacturing errors or whatever. Instead, the rear leaf is designed to be replaced by an armorer.

Next up, due to the increasing age and decreasing effectiveness of our Baklans, along with their lack of internal bomb stowage, work has begun on a new bomber, called the Albatross (there was discussion about calling it the Cormorant, but it was decided to save that for a divebomber). With a crew of six, the capacity for a quartet of turrets and a modular bomb bay system that allows bomb load to be sacrificed for endurance, or visa-versa. Power to propel this beast is provided by two engine pods, each containing a pair of linked Hurricane engines that turn a set of contra-rotating propellers, with half of the system being able to be shut down to increase endurance.

Guesses for which aircraft was shamelessly ripped off for this will win a warm thought. Next up, the fledgling rocketry club that has sprung up at the research center was set to work on designing a solid-fueled rocket for our aircraft to use in ground attacks. After some grumbling about how they prefer liquid fuels they banged out their creation, a 10cm wide and two meter long rocket with a roughly twenty-kilo warhead.

As a note, the engineers said they think they can develop launchers for these that arent just a single rod that can be mounted on a wing. Which, by the way, they have yet to design.
...Residents reporting large explosions near the NAn'ERS Station Two have apparently caused the Council to issue a notice requesting that these not to be reported in future, unless it appears that the station is on fire or similar. In other news today, the Council has announced the winner of the flag design contest. Congratulations go out to one... Egbert McBarrelstraw. Work is underway to develop aircraft roundels and naval jacks based off of the design for both civilian and military use. ... One team of researchers where set to work designing a Cavity Magnetron system in order to increase the usefulness of our radar systems. That is, after they stopped trying to escape. They already have applied the new technology to a proposal for an airborne radar system mounted on a converted Albatross.
Meanwhile, a team of engineers has been set to work on simplifying the SDE M1933, with the aim of increasing production numbers. After some work they manage to increase production totals by about 10%.
A final team was set to work designing a 240mm coastal defense cannon, intended to be mounted in bunkers for, well, coastal defense. After a good deal of wistful looks at the(supposed) refit of a Bychok they get down to work, and the resulting weapon, weighing in at a grand total of 35 tons with a range of just over 32km and an effective range of at least 20km, is a rather impressive cannon. The engineers also say that, at least theoretically, the cannon can be used as a field gun, provided nobody minds removing the barrel assembly every time they want to shift the thing.

In the land of construction, work has gone underway on many things, starting with retooling a factory to produce landing craft at high rates. After a month or six they have managed to get half of it done...
A second team went to work on constructing a four-line factory, which they manage handily. In their resulting semi-free time they go and help get one of the lines tooled.
A third team was set to work on expanding the defenses in the ports. By the time they are done, every port has atleast one air-defence gun, a place to store munitions, and a barrack for gunners. However, as all the guns used are anti-air cannon or howitzers, and those being thinly spread...
The fourth and final team was set to work on another round of refits for the Bychok class, namely, seeing about refitting them with larger cannon. After raiding the libraries for every book they could find on naval engineering and press ganging the student body of the naval academy they have successfully drawn up plans for the turret and gotten a mock-up built. Thats... about as far as they have gotten.

The Council shot down the acquisition of dogs. Repeatedly.
A quick memo to the US shows that we still cant get the M2, or any other American-made weapon.
The Council approves the acquisition of 40mm cannon from the Swedes, who are willing to sell. Sadly, they also have no stocks of the guns and are unwilling the export the plans at this time.
The Council has shot down the plans of importing 130mm rounds.
