Entities supposedly declare war on their difference in ethics in their raws (entity_default.txt) .

But even between 2 entities that have completely opposed ethics, in my tests while war happens between them with time, it's not as often as i thought it would be, especially as sometime those wars are very short lived (a few days) and they get at peace very fast.

And entities that have very close ethics are probably even less likely to declare war.

Probably a part of why it's so incredibly rare to get attacked now.

Additionally, if you play adventure modes, you regularly can find "armies in the march" in the world map, and when you look at those groups more closely, most of the time they're asleep eternally and will never move anymore.
So as army now move during gameplay time, it's possible the eternal sleep can affect those attackers that will then never invade you despite they were heading to your direction ?

That was true back in 0.34.11, so it cannot be why it's rare to get attacked now.

Also, I wrote a script a while back to inform me whenever an army moves. They do move, and they move really fast.

Have to disagree. Even in older versions you weren't automatically at war with goblins and at peace with the humans and elves. In any case you can always check your relations with a civilization before embark and goblins being really mellow would be noticed as a separate issue.
I'd assume it's a mix of distance traveled to get there and actual value of fort.
I've been embarking right by hostile civs and I'm still going years without invasions. I guess I'll try artificially inflating value and see if that spurs something.

Same here. I've been getting Ettins which are supposedly attracted by wealth, had enough population and embarked next to hostile goblins but still rarely get attacked, if ever.

It does have to do the population of the civ and nearby enemy settlements, I think. There's also travel time for armies.
