Weapon Training (Chain) for 200xp to use the Chainsword without penalty. Rank 2 Dodge (+10) costs 200xp for you and dodging is always a solid choice. Though I'd ordinarily say you'd get little out of Leap Up since in most previous games you'd probably be prone only because you were half-killed by a nasty hit, in DH 2nd Ed. the dodging for cover option means you can try to Dodge with a +10 bonus to get behind any close-by (up to your AB in meters) cover, going Prone in the process and letting the cover take the hit or soften it for you. Leap Up would allow you to dive towards cover at a moment's notice and not be hampered by the "going Prone" part.

First off, I already have Weapon Training (Chain)

Secondly, I used the roll that the character builder gave me: Trust in Your Fear. It increases Perception by 5 but gains the Phobia mental disorder. I don't know if I choose the phobia or if the GM rolls dice for it or what.

Then you still have 5 points to spend judging from my calculations, since getting Perception to 35 would leave you at 55 thanks to the Divination. I read the appropriate bit in the book and I staunchly believe you can choose the Phobia since you're starting with it. It'd be different if you had gained through the course of the game and the GM wanted to connect it to whatever caused you to flip out. Make it backstory-relevant and that's it.

Edit: Oh, and you haven't added the advances to the stats.

Your traits are still the old ones (should only have the ones from Homeworld - Background - Role), we start with 1000 experience points and we're using Point-Buy (25 across the board, 30 for Homeworld bonus ones, 20 for the penalized one, distribute 60 points). He's also lacking a backstory.

Oh, and no thrones. We use Influence now.

 Gar was born and raised on a realitivly small asteroid-explotation station, assisting in maintaining the resourse extraction systems alongside his father, a fellow member of the machine cult. This contunued untill the asteroid was finally consumed, and untill he was sent to further learn about the omnisiah. This kindled his love of learning about all things technical, and set him onto a path many may call flawed; the combining of tech to make something new. Worries about someone finding his work and thus causing him to loose his life caused him to work to secure it. This was aided by his post-training assignment of a hauller, maintaining the shuttles that it used to transport goods and persons into and out of the void with.
 Of course, one cannot keep something secret forever. A freak enconter with an inquisitor that nearly caused Gar to loose his head has since forced him into the service of the Inquisition. Now he is out of his new training, and is hopeful that he will be able to learn new skills and information, aswell as be able to utilize his talents.
