 Oorr sees 2 people walking together the matches the description of what hatred gave him. And hatred still a bit away see both Oorr and the 2 thieves.((but before hatred can act oorr and the thieves get to do stuff))

Hatred leaves a note after placing the monk's pantsless body in a guest room and leaves a hastily written note on the table with 10gp:

Opening the door outside, Hatred spots his target. He approaches casually, hood up and trying to blend in, following close behind the thieves.

Step aside and let him deal with this unless it looks bad. I'm not letting another two escape. Even if I have to dispatch them outside of town. If they start to run, follow, casting hex on one of them targeting Con. If they leave with him letting them pass, follow them, grabbing the elf as I do so

He looks around. If he sees lots of bystanders/witnesses, 'XXX' can be replaced with 'Wolf' and 'YYY' can be replaced with 'Deer'. If there are few, then 'XXX' can be replaced with 'Bear' and 'YYY' can be replaced with 'Salmon'.
Once they are within 40 feet, Oorr calls out to the two, "Hail, youngling snatchers. You will come with me. Either I hunt you like a XXX hunts YYY, or you may spare yourselves the chase."
In addition,  he uses the Ready action to prepare the following action.
If the two stand and fight, then Oorr will use Wildshape to transform into a XXX, using his Bonus Action, and then close the 40 feet with his Move, and attack either with his Action.
If the two run, the Oorr will use Wildshape to transform into a Brown Bear, using his Bonus Action, and then will Pursue the two with the Dash.
A reminder, the Brown Bear has a 30 foot Climb Speed. Also, the Ready action uses my Reaction.

 ((2 problem; 1 is that shifting to a beast with wildform takes a full action and changing back only takes a bonus action;2, hatred is to far away to hear. he can only see you guy and not hear what you guys are saying. To many noises and to far away.))

there are only 2 thieves. they seem to walking hurriedly. after they get close enough you speak. one just growls at you and they keep walking, no running.  but the guard cut them off before they get to the gate. one thief says "What is the meaning of this? Let us through"

on guard responds with "Not untill you give back what you stole"

begin combat hatred with enter in after the first round.
