I noticed that a player made group can offer or demand tribute to/from a civ. Does anyone know if this actually does anything or is it just flavor?

All it adds is an event no one talks about, unless you bring up the rumor. It's never earned me anything to get it, and doesn't cost me anything to offer it.

It counts as an export, I think. So it should be possible to send huge tributes to make your fort seem wealthier, encouraging larger caravans and more seiges/megabeast attacks. Whoops. Didn't notice I was in the adventuring board.
