Our being feral has very little to do with our ability to build tech, it just indicates that we lack necessary resources to build more advanced Ork devices.  Orks have genetic memory, allowing every ork to pass on its experience (in a semi-limited fashion) when they spread their spores on death.  So all we need is an adequate supply of some materials we don't currently have, I'd guess metal and oil.

We'll bet whatever teeth we can pull out of our mouth and bet on ourselves. Then beat up everyone else for their teeth. After were done we'll pay the mekboyz for their work. Rest for a day and then declare a WAAGH against the humans tommorow?

No self-respecting ork - much less a warboss - would pull out his own teeth.....I think. I'm not too knowledgeable on ork culture but that seems like something that'd be true.
