No, I think people were wondering if kidnapping (obviously yes), making an illusion and minor mind control could be included in a minor act.

Clarification: The Ferals (as in non-Caretaker-guided Wallowings) aren't at war with the Guided. There may be skirmishes, but Ferals aren't in direct conflict with the cities. They even trade with them.

Only the Treemen and Shrubmen are actually aggressive at all times towards the Guided.

And I may make it seem as if the Caretakers are all tyrannical, but they aren't really. Need to make my writing more neutral ><.
