Back to start:  How do you complete this request?

Thats a good question. Do we have a list of requirements for "ruling the world"? Such as being the ruler of the only surviving civ? Or is this a dream that cannot be done, that Toady didn't provide requirements to fulfill? Once we understand the conditions to be met, we can make it happen. For instance, maybe its subjective and requires being the ruler of a civ that makes up the majority of the population, such as 51% the population of the world, in which case we can go to war with everybody until a 200 dwarf fortress is the majority of the population (and make him the monarch obviously, which should take care of most of the dwarven civ's population...).

For good measure, get the world to a state where the butcher is the only one in the way of entering the Age of Emptiness.

I get the feeling that this may turn into 40.XX's Cacame/Ironhand/Morul/Tholtig/etc.

Either that or something akin to Dwarven Childcare.

If that doesn't do it then nothing will!
In fact, I fear nothing will. I assume that this dream has no condition to  be met, and its for flavor. But that shouldn't stop enterprising people from emptying the world to find out!

The only dwarf wishing to rule the world I had was my actual queen back in ~v0.40.10. She migrated with that dream when my fortress became a mountainhome. I didn't know how to realize such dreams. She was a queen already, maybe murdering ALL other rulers would really help?

Set up a one-man dwarven childcare-esque facility. Build a FTW device. Use it when the king/queen arrives from the mountainhome. The only thing that you can't really do in DF to help fulfill his dream is building giant working tesla coils and lightning generating stuff to provide dramatic thunder. And yes, I do consider lightning an integral part of world domination.

Well I can confirm that this can happen for dwarves spontaneously generated out of thin air, without being ruled by goblins: One of my starting seven has this goal in the embark screen. Nothing else is unusual about her profile, aside from "She personally sees power over others as something to strive for." She also finds helping others to be emotionally rewarding btw.

Well now the question is why dwarves from worldgen don't have the "goblin" ideals. Anyone know if the ideals are tagged by race? (I'm not diving into the raws to check.) It could be possible that the worldgen and embark generators are both able to give such ideals, but there is a conflict in the racial ethics, so such "odd" combinations would tend to disappear over time.

It's in the entity. There's a bunch of values with numbers ranging from -50 to 50 that show that civilization's opinion on things like family, power, skill, nature, etc.

Its a feature. Impregnating booze is a planned tech tree for dwarves and this is a sneak peek at it.
