The Nuragic League's diplomats have spoken many soothing words into the Basileus' ear, and an agreement was reached; some of our disputed territory will be returned to the Eastern Empire immediately, while the rest will be ceded later. The Basileus urges his counterpart in the west to reach a similar agreement with the Nuragics, for he has also been offered an alliance against the Turks in Anatolia.

This agreement was contingent upon the Western Emperor also reaching such an agreement; if Roma would rather take back its rightful territory immediately, Graikoi themata will bulster her legions.

This treaty would normally be entirely unacceptable, as all Imperial claims are absolute. The words of the Basileus' diplomats, however, have convinced the Imperator to seek a more peaceful route in regaining Roma's territory. Even with their words, this deal would still be unacceptable as part of Italia would remain in enemy hands, even if it's merely for a while. The Imperator in his wisdom has decided, however, that peace would remain if the Nuragics would agree to a new deal.
The Nuragic League will turn over one of their Italian provinces to the Imperium immediately. Their claims to Carthago (the north-eastern one only) and Sardinia (only the one being contested) shall be made moot and will be given entirely to the FMMRZG. The rest of the Italian provinces shall be surrendered within [2 turns] and the Sicilian provinces within [5 turns].

The Basileia' emissaries have convinced the Imperator to take a more peaceful route and have offered the Nuragic League terms. The emissaries are sent back home with an offer to give to their emperor, asking for a joint sharing of diplomatic communications regarding other factions.
((TL;DR: Not going to war yet and offer made so we can read all diplomacy aimed at us from other factions and our messages to those factions. Also, what's "Graikoi themata?"))

The Republic is asked to postpone the war as the Imperium has made an offer to the Nuragic League which should cede all control over the disputed territories to the Merchant Republic without war. The Imperium stands by our treaty and will invade the territories in the Merchant Republic's name (alongside the Republic's own troops, of course) should they refuse the offer. The Imperium declines the offer of alliance but is considering a trade agreement.

can territory be transferred to people who don't have claims on it?
*If not, can it be transferred without battle when they do make a claim?
In fact, do you have to make claims on enemies you attack, or is that entirely a separate game facet? If so, what are the mechanics? (I understand dice are involved, but what are the available actions/decisions/outcomes?)

Nuralgics claim Sardinia as their core province, but are willing to offer an African terrotory in it's stead. I'm personally fine with that, so unless you have a specific interest in keeping it out of their hands we should agree to the swap. War is bad for business, you know.

I am, sadly, unable to publicly support either claim on Sicily. Can't play favorites in my line of work, you know. I will however withdraw my claims, in exchange for the provinces you offer (unless that's not a legal move- then we'll, regretfully, go back to divining islands.)

"Considering" as in "considering". Considering the territorial strife in the area and that you still technically claim ownership of Sicilian territories it is in the Imperium's best interests that we hold off on creating a formal trade agreement with the Merchant Republic.
We will alter the deal offered to them to surrender the African territories rather than Sardinia.

As we have said before, you are asking for a full third of our land, and more than that if one includes the territories being ceded to Zuidelijke Gebieden and the Basileia Rhomaion. The Doge was content with a sixth of our land, and even the Basileus with your empire at his side was content with a fifth of it. In fact, both of their prices added together are only a single province higher than yours. With that in mind, the fairest offer that we could possibly give you is the same one that was presented before: The Imperium Romanum shall have all of the Italian Mainland, apart from the city of Rhegion at the southernmost tip. The whole of the island of Sicilia shall remain in the possession of the Nuragic League.

Words do not exist to express how thankful the Nuragic people are for your diplomatic aid, Basileus. However, the demands currently being made by the Imperator of Roma are so ridiculous as to be no different from a declaration of war. They are requesting that we hand over an entire third of our territory, nearly twice as much land as was given up to you in our Peloponnesian deal, and far more than we could possibly lose without our citizens gathering in the streets and demanding retribution. While a peaceful resolution to this issue would be preferred, we fear that we will have no choice but to prepare for a war with Rome and possibly you as well, unless you can convince the Imperator of the impossibility of what he is demanding of us.

The Imperium Romanum lays claim to the entirety of Italia and Sicilia as her rightful territory. We care not if the land you stole from us while we fought against the decadent king Haspen makes up a full third of your land, a full half, or almost all of it - it is OUR land, the only two other rightful claimants being the destroyed Phoenicians and the Eastern Romans. The Imperator has offered you a deal where you may keep the territory for a while until you expand elsewhere (Africa, perhaps) but if you refuse to give up all territory there at least eventually then there will be war.

It is of the utmost importance for both of our nations that we warn you of the unsavory nature of your southern neighbor, the Imperium Romanum. Displaying a dangerously expansionist nature, they have laid claim to a full third of our territory, ignoring our proposals to give them half of it, as is only fair. They also suggested that we relocate the citizens that would be displaced by their reckless expansion to the coast of Africa, showing that they have no intention of further southwards expansion after they have taken that which is rightfully ours. Because of this, we can only assume that they will grow northwards, towards your nation, which they will no doubt lay claim to under the pretense of uniting Italy. It is for this reason that we of the Nuragic League propose an alliance, so that should either of our nations come under attack by Rome, the other will come to their aid.

We do not care for your ancient claims. Sicilia is now a Nuragic land, inhabited by Nuragic people, and if Nuragic soldiers must give their lives in order to keep things that way, then so be it. Now, we will say one final time what we have said before: Roma may have the mainland of Italy. But no legionnaire shall ever set foot on Sicilia until the entire Nuragic fleet lies at the bottom of the Mediterranean.

Imperium Romanum

The Imperium Romanum declares war on the Nuragic League.
After the Nuragic League's refusal to surrender their Sicilian provinces either immediately or in time to Roma, the Imperium has decided to take her territories in Sicilia and Italia (which were stolen during the Roman Civil War) back and free the Romans living there from Nuragic rule.
The Basileia Rhomaion is called to declare war on the Nuragic League.

Just in case you find it useful in your efforts, the western on south-eastern parts of Sicily formerly claimed by the Merchant Republic have been given entirely to the Imperium of the Republic's own free will. You may land your troops in those areas if you so desire.

The Imperium sends 2 legions to capture each of three provinces closest to Roma and get closer to the small channel separating Italia from Sicilia. Another legion is sent to Syracusae (south-eastern Sicily) to defend against any Nuragic incursions and to protect it as a landing from which the Eastern Romans might bring their troops. The two spare legions will remain in reserve at Roma and will move to dispatch any enemies that land on Italian soil.

((One of the reasons I haven't initiated diplomacy with Alphonia is because we share no borders and we aren't connected by sea. Should I be allowed to contact them?))

EDIT: ((Holy crap.... Is that map from Crusader Kings 2? Those "provinces" seem to align quite heavily with the counties in CK2. Roma and the provinces north-west of it, the three counties adjacent to the Strait of Gibraltar, Sardinia and Sicily, the list goes on...))
