Goblin/Human Governmental Relationship

So, I was looking for some quests from a town lord, and he mentioned that a Crime Syndicate has set itself up in some pits to the north. So I head up there and, to my surprise, the goblin "Crime Syndicate" was actually a sprawling town, complete with weavers. Also, to my surprise, was the fact that the goblins were peaceful. So, I ask them about their troubles, and they cite a Crime Syndicate. "These criminals have even gone so far as to set up a town!" Interestingly, they claimed that the original town I got my quest from was a Crime Syndicate.

So, it looks like neither goblins, nor humans, recognize the other as an official government. I just thought this was interesting enough to tell you guys about...

That's the same lines they'll give with any settlement that has had a primary criminal organization any time in history, even if that organization has/had as few as 1 member. Almost every town will have one, some hamlets may, and I've seen a forest retreat with one so it's no surprise goblin settlements would have one. Well, maybe a little surprise, since murder is legal to them. What exactly counts as crime to them?

I have no idea. Perhaps rebellion?

I think I also caused a loyalty cascade with the goblins also. I managed to get one of them to start a rebellion, and immediately after that all the goblins became hostile and started attacking each other....

Wikipedia says the greatest crime a gobo can do is treason.

As to making a goblin loyalty cascade.... That sounds fun, I need to try that sometime.

In some cases there are criminal organisations because of the destruction of a site by various reasons.
"Bandits" don't just mean that there are some robbers/thugs.
In Legends you can often see that a site was ruined by Megabeasts/wars/constant raiding by whatever force. And then you will notice that some hundreds of years there are no news related to this site. But at some time a bandit gang opens their doors at said site.
It's the same with reclaiming a site by an actual civilization after years of its elimination.
Sometimes the civ reclaims the site, sometimes the bandits of a camp are faster.

I did see a whole lot of that in one elvish civ, with their own retreats and places they conquered but never got around to physically occupying. After a few hundred years, some of these places would be controlled by criminal groups with a majority to entirety of the population belonging to it. I entered one ghost town where the entire population were various criminal gangs and they were all in the keep, fighting to the death on the walls. After I finished passing out beheadings, that town was devoid of population.

Yeah, in my actual play there aren't any goblin civs anymore.
They migrated into human/elfish/dwarfish civs and all of their former sites are full of bandits.
I don't complain as I get really nice FPS inside dark fortresses.
