Story:
America. Russia. Israel. Palestine. Pakistan. India. China.
During civilization's twilight, the names of these countries infected all conversation like an epidemic. Even the most politically aware could not keep up with who now hated who, which alliances were made and which broken. The threats and declaration only became more bold and explicit as time went on. People changed: some became depressed, some became enraged, some became pious, some became hedonists, some became activists; regardless of what path anyone took, the human collective consciousness was able to recognize that the Age of Homo Sapiens would not last for much longer. The world experienced a tremendous wave of assassinations, political participation and overthrowing of governments as people acted in a list-ditch effort to stop what would come. It was a valiant effort, but the violence and panic served to inflame the doomsday scenario.
Civilization was done for, but you planned to live.
The fallout shelters began appearing all over the world, in the deserts, the tundras, the islands, even in the ocean. They all took different shapes, sponsored by different people, but their ultimate function was the same. You took interest in the Cascade Shelter, named for the Cascade Mountain Range it was located at, right on the Washington-British Columbian border. Project Progeny, the sponsor of this shelter, promised that the geography of the mountains would shield it from both nuclear explosion and the fallout afterwards. Inside they boasted that the shelter was spacious, comfortable, and equipped with the most cutting-edge technology that would make life inside "even better than what you have now!"
Spots for the Cascade Shelter were distributed by raffle. Spots became a more precious commodity than diamonds or oil, a few spots were sold by their holders for billions, some spots were taken by theft or violent force. The chaos surrounding the spots was a microcosm of the chaos that engulfed the world. Whether or not you got your spot through legitimate means, you were able to move into the vault before the worst happened. 2,800 people were allowed into the shelter, but after pleading for loved ones and much debate, the true total population of came out to a couple hundred more by the time the hyper-reinforced shelter door closed.
August 6th, 2015: The first waves of missiles are launched. Hundreds more quickly follow. The Cascade Shelter rumbles for a few days but stands firm as the sky turns a brilliant hell-red.
Outside communications failed, but the Shelter was set on becoming self-sufficient. Food was grown, water was collected, energy was cultivated, order and government were established. The foundations of community followed: occupations, education, health care, services, economy, police, recreation. The survivors did not know when it would be save to leave once again, how many years it would be, there was hope that they wouldn't have to stay their whole lives in the shelter.
Their wish was granted.
September 2nd, 2023: The Inferno breaks out from one of the lower levels of the shelter. No one is sure what was the exact cause of the fire, since everyone close enough to the origin of the fire was quickly consumed by it, as it spread throughout the halls and corridors of the shelter like an indignant Reaper seeking to take revenge on anyone who defied Him by surviving the Nuclear Holocaust. With a stroke of luck, a top-level engineer was working on the shelter door when the fire broke out. Defying orders to never open the door without clearance, he overrode the system. Only those near the door were able to escape, the survivors of the fire numbering only slightly over one hundred.
With only a few vital items these people fled away from the blazing shelter down the mountain into the forests below. When they had successfully escaped, they realized they had very little supplies; food and water that could only feed the group for a few days, even less clothing and medicine, and no shelter from the elements. They were all common people, the leaders of the shelter, the Administrator and Sheriff, did not make it out. It was time to start anew all over once more, and a few brave souls would determine what would happen from here on out....
TL,DR: Countries got really mad at each other, everyone freaks out. Player characters got spots in a Fallout Shelter in the Cascade Mountain Range in the Washington/British-Columbia later. Lived there for 8 years, a giant fire happened, most people died, about a hundred people escaped. Game start takes place with these escaped survivors just hanging out in the forest, unsure of what to do next.
