Here some moves, tell me what you think. Unfortunately I don't quite think I am doing them right.
Name: Valkyrie Arrow
Inventor: Unknown, passed down
Appearance: A beam with a arrow head pattern, the color of the beam is determined by user once learned and then cannot be changed.
Type: Mystic
Charge Time: 5/10 (Once first stage is charged, you may opt to charge up the second instead)
Effect: Deals 1 damage, but there is a 50/50 chance it instead deals 3/6 damage. Frost Demons and Maijin's instead receive 1/3 damage on a critical. Should an effect clash with this attack its effective damage is 2/3.
Exertion: 3/5
Name: Valkyrie Arrow Swarm
Inventor: Unknown, passed down
Appearance: Lots of miniature Valkyrie arrows
Type: Mystic
Charge Time: 30
Effect: Once this attack starts it can only be aborted by paying the total exertion cost, if it is interrupted you must still pay the total exertion cost. It fires a single arrow at charge time 5, then two at 10, three at 15, four at 20, Five at 25, and Five at 30. You may freely chose your targets.
-Addition: Can only be mastered if Valkyrie Arrow is already mastered

Name: Perfected Valkyrie Arrow
Inventor: Unknown, Passed Down
Appearance: Same as Valyrie Arrow
Type: Mystic
Charge Time: 5/10
Effect: Deals 1 damage, but there is a 50/50 chance it deals 3/6 damage instead. This arrow is phantasmal and will ignore all intervening obstacles and barriers including other attacks.
-Addition: Can only be mastered if Valkyrie Arrow is already mastered

Name: Valkyrie Shield
Inventor: Unknown, Passed down
Appearance: A shield like energy projection, whose color is chosen from the start
Type: Mystic
Charge Time: 5*/10
Effect: The first stage of this technique can be used instantly for double its exertion cost, but you must recover for 5 charge time after. This move deals no damage but may be used in a clash with any attack so long as you are affected. Its clash value is considered to be 4/6
Exertion: 3/5, and 5*
Name: Valkyrie Shield Reinforced
Type: Mystic
Charge Time: 5/10
Effect: When charged you may decide to use the Valkyrie Shield instead. This move deals no damage but may be used in a clash with any attack so long as you are effected. Its clash value is considered to be 4/6 and will always reduce the damage/effect of an clashed attack by 4/6. You may continue this technique by spending an additional 2 exertion per round.
-Addition: Can only be mastered if Valkyrie Shield is mastered

Name: Valkyrie Shield Perfected
Type: Mystic
Charge Time: 5/10
Effect: When charged or stored you may decide to do Valkyrie Shield or Valkyrie Shield Reinforced instead. This move deals no damage but may be used in a clash. Its clash value is considered to be 4/6 and even if you fail the clash it will reduce the damage/effect of a clashed attack by 4/6. You may after charging this technique opt to store it for 2 exertion, if you do so it takes only 1 charge time to bring it out. You can only keep one stored Valkyrie Shield Perfected and cannot use any other shield techniques while it is stored.
-Addition: Can only be mastered

Name: Valkyrie Shield Burst
Type: Mystic
Appearance: The Valkyrie Shield bursts as fragments and shards fly towards the opponent
Charge Time: 1
Effect: If you successfully clash with a Valkyrie shield (Including reinforced or perfected) you may use the leftover energy reflect the attack back at the opponent, in the case of a continuous attack only the last part of the attack is reflected. If you fail a clash you may deal damage equal to half the amount of damage reduced.
-Addition: Can only be mastered
Exertion: 3 + Reflected move exertion
I'm not going to comment on Valkyrie Shield and its variants since I don't know how clashes work.
Valkyrie Arrow doesn't follow the rules and Valkyrie Arrow Swarm would just break the game.
OP says that for every 1 damage a technique does it requires 1.5 Exertion. Even without the additional bonus damage it does 1.6/2 damage per Focus point. WITH the bonus damage it's even more OP and breaks even more rules since an additional 1 Exertion is applied to all extra damaging effects (the Destructo Disc's ability to cut anything is an example). We've got one Frost Demon and no Majinns so in effect the penalty wouldn't be that bad in-game. That it would still manage to do damage even if it gets intercepted is
possibly OP on its own but certainly requires an extra point of Focus.
Valkyrie Arrow Swarm takes the problem that VA had and takes it up to eleven. At its maximum, it would fire 20 arrows, half of which would do 3 damage and the other half which would do 1 damage at a total of 40 damage. 40 damage at 30 charge time and 25 Exertion. The charge time can be forgiven considering the technique's penalty for getting interrupted, there's no defending the Exertion cost. The technique requires no less than 30 Focus plus whatever else is needed to supply each of the individual arrow's +2 damage on a 50/50 chance and their interception-resistance.
