Name: This should be simple
Gender: Female(Because magic girls)
Age: 13-18(because school)
Looks: Stay human in normal form and recognizable human in magic form.
History: The setting is modern day. Note that already active magic girls already have enemies, but nothing beyond a season one-level threat(They may not stay as one)
Theme: Define your power like throwing fire or summoning beasts.
Stats: 12 points to spend. Every stat start at one so that 18 points in total.
Strength: How hard you(or your summons) hit plus some defence.
Magic: Your strength in the mythic arts plus a handing of it(aka a little more mana).
Endurance: Health.
Willpower: You need will to use mana, also a high will weaken magic attacks at you.
Speed: Hit sooner and dodge better
Aim: Help with hitting and damage.

There no pre-made spells. Say what you wish to happen(within your theme) and I'll roughly deduct the cost in mana. If you don't have the mana needed, the spell will be partly cast. I will tell you if the spell is impossible(E.G. healing with fire).

Rule of thumb
Creating a fist-size amount of whatever is usually negligible(unless it the only action in which case it 1 mana)
Up to car-size is 1 mana, truck is 2, house is 3

Banishing(throwing) is normally 1. House-size and up cost more(depending on weight).

Non-solid creation(fire, lightning, etc) is 1 per target unless the area is making things hard(like rain for fire) which move it to 2 mana.

Out of combat recover it completely. Spend a turn in combat to recover a willpower amount.
Health is also recovered out of combat.

Hitting zero hp isn't death. Hitting -2endurance in hp is. You don't bleed out(unless you were already bleeding) but you are still a target so your teammates best heal you up or take out the enemies. You can't be killed in one hit from +hp but you will be one hit away from death.

(Note: this is the general public history so the info may be both incomplete and incorrect to the reality.)

The idea of magic girls or the 'empowered' with the appearance of magic boys has existed for most of human history with strangely dressed female preforming impossible feats since the Ancient Egyptains. Magic girls stepped from myth into reality 20 years ago when the girl who would be called Cerberus did battle with an unknown Caesar assassin at the president's address.

With the truth of magic girls known, discussions on laws and politics about them have raged for the years, weather a girl with powers she did not ask for should be publicly known, should the law be worse on a crime done by a magic girl because of the greater outcome by their power, etc.

At the moment there is no universal politic for magic girls, with the country the game take place having a 'wait and see' method while they focus on more pressing matters like the current mundane crime rate.

Notable magic girls
Cerberus: The first known magic girl, Cerberus is known to be a Magical Gaia type. She uses an giant axe the size of herself, spectral dogs and transform into a massive three headed dog. Seem to of retired.

Unknown Caesar assassin: It not known if this person was a empowered, but since she was able to equal Cerberus, it's assumed. Because of her Caesar connection, it assume that she a Scientific Biological magic girl. She fight with a custom sniper rifle, a combat knife and a Muay Thai-styled martial art. She was noted to be short, and is assumed to be ten-ish at the time. She has not reappeared since.

Phantom: A special forces member and the only known magic girl in any armed forces. She has the ability negate magic and is used as the deterrence to any magic girls want to take over the world. Other info about her is classify.

Edge: Called Edge due to her ever present sword resembling the fictional weapon 'Soul Edge', this magic girl is locked in battle with the Nightmare Circus. Due to theories about her similar appearance to her enemies, it's assumed that she a Scientific Biological magic girl like her monstrous foes, either escaping with her mind intact or the new personality rebelled.

Titan: A power armour user, Titan is not a magic girl in the normal sense, but is counted as one due to appearing now. She would be fairly unnotable if not for the scratched Caesar icons on her power armour. She a Scientific Mechanical.

Swordsmith: A weapon making magic girl patrolling the town of the game. Seem to be lock in fighting the magic boy, Dragon.

Dragon: A fire using magic boy who commit crimes for the hell of it(or to annoy Swordsmith as the Dragonsmith fans theorize).

Unnamed purple magic girl: A resent magic girl in the town. No one too sure of her powers.

Other terms

Magic girl class: Magic girls are divided between Magical and Scientific base on the nature of their powers and futher divided on their origin. Gaia(from within), Touched(from without) or Artifact(from or triggered by a object) for Magical and Biological or Mechanical for Scientific.

Caesar: A white terrorist group. They are strangely well funded and are the cause of most Scientific magic girls. They are still active to this day.

Nightmare Circus: a dangerous group of monstrous former humans. The normal repose to a sighting of one of these beings is a ceasefire to all fighting till the creatures are rooted out. The process of turning into one is unknown and irreversible but seem to take a while and the vectors are not air, blood or waterborne so fighting them is not a dance with death.

Looks: Notmagic:  This girl puts you in mind of an industrious ant. She has narrow yellow eyes. Her fine, straight, scarlet hair is medium-length and is worn in a bizarre style. She is very short and has a slender build. Her skin is dark. She has a domed forehead and small feet. Her wardrobe is flattering and weird, with a mostly white color scheme.

Magic:  This placid magical girl's round eyes are the color of sapphires. Her very short, straight, thick hair is the color of cold ashes, and is worn in an artistic style. She has a voluptuous build. (Don't point out the 'big' difference in her form. She hates that.) Her costume is mostly brown, and it looks like a fusion of a priestess' garb and a suit of armor.

History: Casandra has been at this business for a little about three years now. She already has a rival actually! (Of course, with how often he looks like he's going to kiss her after one of them losing it's a little, confusing. Which is frustrating to Cass.) Of course, her social life has fallen a little, since she normally has to go out late at night. But she does her homework at school and still hangs out with her friends during the day, so that's nice.

Theme: Weapons! Like, everywhere. It's not a good day until at least five sharp things are sent to stab a baddy.

Looks (non-magic): The average bookworm and a bored face on. Most avoid her as her posture just screams uninteresting and can easilly anger people without even trying. Looks (magic): A Black veil covers her mouth. She also wears a black hood that stretches into a coat.

Glowing green talismans with eyes etched into them surround her into a circle.
History: Her father was was a supreme court lawyer and fought on behalf of the biggest companies in America until his repuatation was ruined when one day a bastard child was born out of wedlock. Irene was that bastard child and her father Erick makes sure she understands this especially well. Her mother was a maid who left her when Erick used his legal connections to take the child for himself beleivng himself to be a better parent than a "intellectually" lazy maid.

Lately, her father has started to teach Irene his trade of convincing people and using technicalities to win arguments. She's been able to get her math teachers to pass her without ever scoring higher than a 60% on a test. Most students believe her to be a genius and while she is good with a camera and knowledgeable she feels pressured to be a top lawyer like her father. He's hinted that she wants her to have a law firm bigger than his own.

Theme: Extreme Terror and Blood Magic. Irene's terror attacks cause enemeis to halluciante and increase their heart rates over anything that has caused them stress in life. Said attacks can cause heart attacks or cause enemies to commit suacide if enough power overrides their willpower, enemies with regret are generally easier targets. Her blood magic however is nothing to forget about either as she can essentially make blood do anything from paralysis to creating her own weapons out of them.

Looks: Normal: Very beautiful yet very shy about it despite her generally outgoing and sarky personality. Dirty blod hair and green eyes. Magic: Figgin magical pixie shit right here. A more petite and cute form with frigging rainbow light wings growing out of her back (somehow bypassing her green hooded cape/cloak) wearing nature themed light Armour. (Two out of three ain't so bad.)
History: Got into the field about a month ago after reading a mysterious glowing book made entirely out of living plants. (Do I need an enemy?)
Theme: Holes. She makes holes and manipulates holes. Physical, psychological, dimensional you name it. If it can be defined as a hole she can work with it.

History: Figured out she could do this two months ago. She's new, but she'll get used to it.

Sailor moon in feel. Foes won't be, rather ranging from Nanoha(people doing horrible things for good reasons) to madoka(Why? Because it my nature.).
