Josephine, being a naive Surface human, attempts to use reason with a band of superstitious urchins who steal hats and souls for a living. Of course, there isn't much mutual trust, because as far as Josephine knows these kids are an eery lot.

The urchins just smirked to her pleas. They don't seem to be intending on giving the hat back.
Charles Groovington
Charles hoped that the urchins' grins doesn't mean that they don't intend to give back his hat, so he tries to sweet-talk them into dropping it.

"There, there, there's no need for that. This gentleman and the lady do not appear to be used to our customs here. Better cut them some slack, yes?" A boy who did not appear to be with the group earlier spoke up with an exaggerated aristocratic air. He wore an eyepatch on his right eye, although it might just be fake. The urchin holding the rod passed the rod to him with a grumble. He lowered down the hat, but as Charles went to retrieve it the hat is suddenly yanked up to the air again, to the urchins' uproar.
"Oh, I must mention, we do need some help here, especially from somebody new. Surely this favor is worth repaying later? Ask for the Fisher-Kings."
The hat is returned without fuss, this time, but the One-Eyed Urchin seemed to really think returning a stolen item is worth a favor. Or maybe he's desperate.
Jonathan Pendle
The two caught up to Pendle as they reached a lodging. Jonathan Pendle has just been accosted by the landlady.
"No! For the fifth time, I will not leave message for him!" she then quite rudely slams the door shut. Well, at least that suggest it's Baker's residence all right.

From what I have gathered, Baker came here from the Surface as a Dock-worker. A nobody. Then he got mixed up with the ___ Club. That's right, the" a pause. "Club. Nobody knows what they do exactly but everyone sure knows about their members. The list is too long to talk about, but let's just say all of them are in Mr. Slowcake's Exceptionals. Except Baker. Man had a falling-out with them and had been going around causing trouble to them and London in general ever since. "
