"I think it is obvious that those with most to lose.... that is those with most interest in integrity and prosperity of this country should be giving our monarch all the advice she needs on this and that subject. Other nations have formalized this in no more and no less than a government with a chamber for nobility that voices their opinion and submits legislation that the monarch may or may not ascend to. I'm sure you are aware of what I'm suggesting. I know that Korlan's archduchy is unlike all the others, but so is Elbreth and given the history and blood, we ought to have a formal body that would sit alongside Erika to manage this country."

His face became somewhat more sombre as he finished.

"I do believe that it would be most helpful for all of the interested parties to meet directly. I trust you a lot, Hoffenburg, and I don't say it to everyone. I know we just became acquainted, but you are a man of sense, of talent and of good blood - I think there is a lot of common ground that we share. We should take advantage of that, for the good of this country and for Good of our Queen-to-be."

Anate Norn sipped his cup to hide his frown. Stiles had just repeated what he'd said back to him, more or less. He needed something concrete to prove the man's faction to the Queen.

'You are not saying anything I disagree with, Mr. Stiles, but as I said, these things will take time. Freedom is an avalanche, my friend - we begin with simple steps that will set in motion an unstoppable, inevitable force. Once the people have a taste of freedom in local assemblies, they will long for greater rights and opportunities. And then... it is only a matter of time until the bluebloods and reactionaries must fall silent in the face of such forces and allow the Queen to introduce a full parliament. I can promise you that this is an inevitability. Until that time, I would ask you to busy yourselves with the practical organization of these assemblies and plans for our first reforms, particularily, as I said, for education. I will submit your proposals to the Queen as soon as they are ready.'

'Oh - I have a simpler proposition for you, too. Our work must be done among the people as much as at court - you know as well as I do many of the people are sadly uneducated and apathetic to the reality of their situation. I intend to make a change and found a newspaper to educate all people of Elbreth - a publication founded on ideals of liberty and equality, one that does not shy away from speaking the truth - one that will carry a Royal sanction and favor. I cannot see any better way to speak to the people of Elbreth; to the world.'

Anate paused, smiling. 'I could use your aid in this, ah, dream of mine. I require people with good hearts and minds, and, of course, some money to start up. I have already located a good printing press and place for offices. I would, of course, be glad to hear any suggestions you might have for such a project, as well.'

Shaking snow off his coat and glad for the warmth, Anate arrived at the meeting with Adrian Arialdi. He wasn't sure what he could do to aid this Ligorian, but the Queen had appointed him to his position for a reason. If this man needed Anate's help, he would do his best.

'You asked to meet me, Mr. Arialdi? Anate Norn, at your service. How may I be of assistance?'

Stiles smiles as he listens to you, but you can notice something fake with that smile - it is just as much of an act as yours is.

"Oh, it is getting cold - its must be that snow outside, isn't it? More coffee! and make it 'Lonemine' this time!" A small cheer at his pronouncement resulted in small flasks with dark liquid being added to the hot coffee. Stiles has a small swig of the alcohol himself before replying to you directly.

"I think I'll warm myself up by the fire, care to join me, Norn?" The two of you approach a fireplace, where a fire was already burning, lit a moment ago by the owner. The two of you are face to face, away from Stiles' group.

"Do you think I don't know the half of what you are saying to me? And do you think we have not tried before? These local assemblies, town councils, elected mayors - we tried it all, we had some success, but after Erika came to the country, Adequin and his buddies grabbed all of countryside under the pretense of 'liberation'. They still hold control and locals are happy enough with it, if only because 'Elbreth is back'. Sure, it is nominal control and only held in place because nobles are feared and respected out in the woods, but here? Sheepstead is the only place where we have a chance for an assembly. We don't have an army, we don't have the manpower. Hell, we don't even have the care of the peasants out there, they already pray to icons of Erika as if she were a saint."

Stiles gave a small, exasperated sigh. "I can see what can be done. I have enough willing people, they can write and distribute for you. Education we've already started ourselves, we set up few classrooms, but we are ready to spearhead full-blown education reform, before the Sisters start their own, provided we have at least 1d to get things running. But trust me on this - we have to gather an assembly in the capital, otherwise the revolution will die in a bottleneck. That's why I need to see Erika, so she can see it and get the nobs out of the countryside and allow us to gather. If we create an assembly and join in on whatever the nobs will do, we can do something. But we cannot be excluded from the palace, you know that even she will wither under their fire."

He looked towards his companions and then back at you, the gleam of the fire visible in his eyes.

"Alternatively, We will gather without anyone's consent. I know there is someone out there that doesn't care about doing it the peaceful way either, and everyone overlooked them. Make what you will of it."

Adrian awaited the arrival of the par the queen had mentioned in her letter, standing on the street corner in a thick coat. Upon Anate's arrival, he nodded at him at the mention of his own name, soon speaking back in kind.
"Good to see you Anate. Though Isaak should be here now. Where is-"

Then came the realisation that the freezing stranger nearby was none other than the third member of this meeting. Rushing over and ushering Isaak off the snowy street onto the corner back to Anate. "I take it you're Isaak andres right?"

Issak tried to knock his fingers together to get some warmth, nodding to Adrian.

"I would be him.

You're poorly dressed for an assassin, Mr. Adrian."
He remarks, dryly. "Can I then assume, we are actually here to talk business? I do hope we can get somewhere warm, before the poisoned crossbow bolts begin raining from the rooftops..."

"Indeed, down to business, though I'd say getting inside might be the best option first. However, I'm not local and what time I had spent in sheepstead in the past was brief. So if either of you know somewhere we can go to discuss all this without someone freezing, it'd be appreciated."

Council Meeting, Winter 720a

Erika entered the chamber in a grey dress and shoes, hair tied back into a business-like ponytail for the meeting.  She had some faint circles beneath her eyes, and one could not help but notice the cup of oil-black Korlanese coffee laid out beside the map of Elbreth on the strategy table.  She nodded curtly to the men and women assembled.

"Lords, ladies, gentlemen.  If you are not yet familiar, this is Master Arialdi, who will be spearheading the restoration and expansion of Sheepstead's factories.  He is here in an advisory capacity and will remain so until I determine otherwise."

Erika picked up her cup, drained a third of the coffee and grimaced.  She shuddered as the draught went down and pulled a stack of charts and papers in front of her, opening them and gesturing as she spoke.

"Now then.  Everything is functionally on fire, so let's start putting it out.  If I miss things, say, there's a lot to get through.

"We are bankrupt, or close to it.  No surprise there.  We may make it to spring, but my hopes are not great.  Arialdi's work will start to improve matters in the long term, but we have short term needs as well.

"We need to fix the roads of the country and start work on a railway system.  We can't do that because we don't have any money.

"We need to get our goods to trade partners.  We can't do that because we don't have roads, and because as of last season we are landlocked.  Not to mention the complete lack of diplomatic relations we have.

"We need to properly account and fund trade.  We can't do that because we don't have any banks and because people are making change in piastres.  In fact, for the same reason we cannot collect taxes - "
Erika stabbed a finger at an offending page in one of the ledgers, " - as evidenced here, where somebody tried to pay their taxes in Mounish lira!  I'm not sure that's even an extant currency!

"On top of that, agricultural reform is impossible because of a lack of education, and the aristocracy don't particularly care for more efficient management of resources."


Erika took another draught of coffee and cracked her knuckles.

"So.  Roads will have to wait until we can afford it.  Maintenance on vital highways only, and I expect to see our military patrolling them accordingly.  We don't want to be surprised by a Prestonian counter-offensive because we're too busy sitting here gazing at our navels.

"Standardisation we can start working on.  Weights and measures need to have a grounded, easily replicable series of standards, and they should match across forms if possible.  Perhaps make the unit of weight for a given amount of water equal the volume.  If we can't find someone to work on that, I'll take it on as a project, but frankly I have better things to do - running the country, for one.  If someone wants to sort this out, we can start printing the official standards and distributing them along with the tax collectors.

"We need a unified currency, and one that makes sense; twelve pennies to a... what was the old term?  Groat?  Shilling?  Call it a shilling.  Twenty shillings to a... Flavia, what was the old standard back in Sigurd's day?  He paid his men in, was it, pounds of silver?  Call it a pound, then.  We will work out the details.

"We'll need a bank to serve as mint and standardiser, and to provide loans - to us, amongst others.  More than that, we need to decide what to base our currency on.  Gold?  Silver?  I remember reading a treatise by a Ligorian fellow, Arialdi might know the chap, talking about something called a fiat currency?  If anyone knows the details, I welcome hearing it.

"The aristocracy... I think that one's for me to sort out.  They want a big role in government, and I want their money and their land if we're ever to rise out of the Dark Age.  We'll sort out the appropriate bribe, I'm sure.

"Finally, we need to start making diplomatic inroads.  I want someone talking to Lonemine, they have resources but no money, and they have a coastal connection.  I remember they made a bid to fund the restoration because they were bankrupt, maybe we can find a way to work that.  Miring's closer, and I need to know a lot more about their government.  They're under Preston as we were, maybe we can prise that gap open a little, suggest an alliance.  We need a port, or we won't get anywhere."


Erika looked around her council.

"This is your chance to volunteer.  After that, I'll start picking people."

"You are correct on quite a few things and I do believe your suggestion is a modest one....but of course the common rabble would soon agitate for a chamber of their own. I have every intention of arguing for this noble institution you desire, but you must be prepared to deal with commoners who may perhaps set up their own chamber."

Ambros paused.

"Now, is there anything else you wish to speak of?"

Issak wasn't quite dozing, but the Queens speech did wake him up fully.

He was eager to be the first to volunteer.

"Send me to Miring, my Queen. It's a fact finding and diplomacy mission...which my skills are uniquely suited to. I'm a scholar of history, you know-I can give you a nice portrait of the place, it's history, people and government. I'm also not bad at working a royal audience, you would know, that's why you gave me an army in the first place...

Also, if they decide to cut my head off, you won't have lost anyone valuable."
He says, mood brightening.

Ryan would growl under his breath as he tries to lead his horse through the first snowfall. Unfortunately for him, he set off on his expedition a bit too late, and instead of reaching Preston before the snow fell, and settling in by a nice warm fire, he's stuck trudging through the snow. He'd turn around, and wince as he noticed the obvious horse tracks. Hopefully, the snow would continue to fall and cover the tracks, or somebody might notice them.

He continued to trudge towards Preston, deciding that there was nothing he could do about it. As they moved, however, he'd glance around his surroundings, looking for a large sheet of metal, or a wooden plank, that they could drag behind their horses to clean up their tracks. He wouldn't want a Prestoner to track them down, thinking they're an Elbrethian patrol.

Action: Continue to head towards Preston, be bitter about the snow. Look for something to cover our tracks with, in case the snow stops.

The Council

Humbert listened to Erika's plans as she lays out all the ideas she has. great ideas they were - surprising, how much energy was within that girl. Was divine hand really at work?

"I think you are after the metric system, Your Highness." Humbert replies. "The Confederacy have been using their invented system for a while, and while most nations still use normal weights and measures, there is no denying usefulness of a calculated, internally interconnected system. It could be quite drastic of a change though, I'm not able to say what the potential impact would be. I am not sure we are at a point where we can consider the changes, but I would be able to get them announced, if you wish to do so."

Flavia only snorted. Coins, weights and the like were of little interest to the dark-haired general.

"Your Highness, I would like to report that Miring is a province of Preston - there is nothing in a way of diplomacy to be done there, save for a spring campaign to capture it. If we were to strike by the time first snows melt and bypass whatever desperate defenses are organized by the merchants in Preston itself, we might fell that hydra and reduce them to their original size."

Humbert spoke up again. "The crown of Miring was not worn by anyone ever since the debacle with the so called "Shadow of Elbreth." I'm not sure how well will the local populace take any moves towards them from our side."

"Speaking of crowns...while the populace sees you as a queen already, the factions are still waiting on your word. I'm sure your councilors have reports on each individual for you, but we still haven't picked a format of your coronation and the way this country will be ran, unless this council is formalized, as per Colonel's idea."

[1] The snows are bad. Really, really bad. Your band is not very merry, as everyone is shivering with cold as the winds keep bringing in more snow and by the time you reach the border and start heading towards Preston, your horses have to slow to a movement no faster than if you were on foot, so high is the snow. Camping anywhere is impossible and you find yourself lost in the white landscape, your only guide towards the coast being the sun and the freezing wind.

At this rate, you are unlikely to reach Preston until the very end of winter.

[4] You give the man at the gate an evil glance and get in his face, your appearance and weapons making an impression on the man. He’s happy to wave any documentation to let you into the city. You are also informed that the Princess is in the Factor’s Hall, (until the old castle is repaired) and to gain entrance, it would be good to find someone of the royal retinue. Because of the winter, most of them were in the capital. If you make some inquiries, you are likely to find someone who could sponsor your entrance in and present you to the Princess.

[5] While harsh on the people, the winter proved to be somewhat of a relief for your sisters – with charitable works and somewhat stabler course of life in the capital, Hospitaller Sister are slowly growing to be one of the more respected branches of the Cyclicism. The cloister (since your arrival renamed to Hospitaller House) and its small chapel became a centre for many prayers and sermons alongside the main church and spontaneous gifts started to be donated – while living off the charity of others and work performed, the sisterhood never boasted much wealth beyond what was spent on arms and uniforms, but with those not being needed at the moment, you find yourself with 1d worth of money.

Julian is as polite in farewells as he is in greetings and you find yourself finally free from his clutches after some time. By the time you were done with him, it seems that snow started to fall. Lucky for you, you had your coat on.

The Starling Maiden was one of the smaller pubs, with just enough elegance and decoration to mark it apart from the rest of primitive drinking holes, but not quite on the level of the Korlanese coffee houses.

Just as promised, the place was warm, with a roaring fire in the middle of the main room, with glass windows running around the walls of the building , a latticework of thick, half-transparent circles. Beer, food and smiling barmaids filled the place, with a mist of tobacco smoke hanging just below the ceiling, with quite few patrons happily puffing their pipes.

The three of you usher yourselves to a table by one of the windows, and one of the maids winks friendly at Isaak, already heading towards the back to fetch you drinks. Now you knew why the man suggested this place.((Credit goes to Ardas for writing this. Thanks a million ^^))
Adrian turned to the others, rapping his knuckles against the wood of the table as he spoke. "Right, now that we're indoors, I think we may being in earnest. First of all, the queen has recommended that one of you assist me in running the SMC, mostly by acting as the 'people person'

Secondly, I want to know where you two are politically. Since the corporation has basically a writ granting it every factory in the city I need to know just who and what causes you support. I'd rather not hand that sort of power over to someone that would being the entire corporation down for a political goal."
