In any case, let's get the atmospheric cleanup framework in place; I assume that we will need to do some fabrication to get the cleanup bot net in place; let's at least prepare it but not yet deploy it.  We'll want the planet cleaned anyway, if it is to be a good agricultural world.

On that note, would any other terraforming be likely to increase food output?
The planet's climate is not far from ideal for some food crops but could always be altered depending on what exports are desired. We have not been given direction as to what kind of foodstuffs are necessary. Chell likely wants to accomplish the pacification of the populace before worrying over the details. If the population ends up farming the nutritional fungus used for ships rations then the climate hardly matters. The stuff will grow in vacuum if it has enough hydrocarbons available. A runaway bloom once consumed an entire shale-oil deposit as it can grow in very harsh climates and depths. The populace was 'mining' food out of the caverns for years.

If we wish to convert this planet to full terran climate, it will require Sicily to physically land and act as a planetary thruster to alter axial tilt and orbit. This will require running primary power at 59% for approximately 19 years and during that time, one side of the planet will be essentially uninhabitable due to thermal output. After that operation is complete the planet will normalize at terran ideal norms over the next 7 years. This will also require diversion of several comets to add water and other trace gasses to the ecosystem. We may be able to devise ways to limit the thermal output at the landing site but there will still be a zone several hundred miles around Sicily which will not be conducive to healthy life due to radiation output and severe weather due to thermal changes.

The easiest method to clean up the atmospheric dust, properly referred to as an 'impact winter' as no actual nuclear munitions were used, would be to disperse a clumping agent into the upper atmosphere to precipitate the dust and debris back down to the surface. This will cause a decades-long rain of dust and ash but will allow enough sunlight to reach the surface that life will survive. The clumping agent will break down at atmospheric pressures approaching sea-level and should be harmless.

An alternate method would be to commit significant manufacturing resources to building and releasing active filtering agents into the planet's atmosphere. This would require significant investment in resources but would be much quicker with the additional benefit of having millions of small mobile construction drones after the cleanup is completed.

19 years sounds like a good amount of time to get basic planetary logistics rolling tho', I mean, the planet is barely at information age, so why not push for total conversion, the inhabitants will be moderately uncomfortable for a generation, then *BAM* capital world ready to go.  Unless the timeframe is not acceptable to the Empress.

Interesting. EWAR is very excited, and has said "Hell yes, let's light this candle!"

We should inform the populace. They may experience some seismic disturbances during the relocation of the planet.

We still have not settled on a message to transmit. I have presented the options thus far expressed to Chell for a final decision as she did not like the religious overtones of the prior suggestion.

she has flagged Ozarck's message but made a few modifications. She felt that the original message was 'a bit soft'. On her order, the message is transmitted in her own voice with her own face speaking. It will be repeated hourly on all local bands for one day, and then daily for four weeks after that.

Transmission proceeding:

"People of Iagh, this is Dynasty Battlewagon Sicily. This system has been claimed by the Dynasty. We extend to you an offer. You may join the Dynasty willingly, or be removed from this system. There are no compromises and no negotiation. Citizenship in the Dynasty comes with many benefits including free healthcare, advanced technology, and basic guarantees regarding quality of life. No loyal Dynasty Citizen will ever go hungry or die of preventable illness. No loyal Dynasty Citizen will be the victim of crime or predation from another Citizen.

Several events are in motion. This notification is informational only, as these events will proceed with or without your approval.

1. Battlewagon Sicily will shortly begin procedures to embark upon a terraforming operation which will improve the climate of this world. This will cause some short-term discomfort but, in the long run, will change this world for the better.

2. Within one local week, muster points will be distributed around the major centers of population on this planet. Willing Citizens will approach these points for registration.

3. After four local weeks, all unregistered citizens will be located and offered one final chance at registration. Refusal to register will result in removal from Dynasty space.

4. Registered and Loyal Citizens of the Dynasty will maintain local autonomy subject to Dynasty rule and tribute.

5. Resistance will not be tolerated. Any Dynasty Citizen showing disobedience with Dynasty policy will be removed and registration revoked. Any non-Citizen will be removed.

Sicily is now maneuvering for landing. Hull 101 has arrived and docked. The sealed AI core has been taken to Chell on her order, and is being unpacked at her lab.

Her lab?

Apparently Chell has had an AI lab constructed by Logistics. We were too busy to notice. She appears to be scanning the armored container.

Logistics has begun the process of spinning up the primary power core. We have brought online thrusters appropriate for maneuvering an object the size of Sicily in a planetary environment. We have chosen a landing site in the middle of a continental plate for stability, but this operation will require extensive planetary reinforcement. The General Assembler is coming online as well.

Sicily descends towards the planet. More than 30 million tons of hullmetal plating and deadly mechanism surrounding your AI core dropping through the atmosphere in a controlled descent, balanced on 72 fusion thrusters and four independent C-D Engines.

Logistics is making lists of required manufacturing facilities. These will have to be conventional factories as we do not know how to replicate the General Assembler. We could try taking it apart once we have a healthy high tech manufacturing base in order to try and replicate it, but that is not wise at this time. The Assembler is online and is drawing feedstock from Sicily's resource hold.

The process has begun.

EWAR reports that we are receiving scattered replies from various sources. Apparently in the chaos of the Federation occupation/siege several splinter governments have formed. Some of them are attempting to negotiate or curry favor, a few have submitted to our rule, some are threatening retaliation. These responses are in line with Dynasty records for previous incursions of this type and are expected.

Logistics has now produced a list of priorities for the Assembler and the first autonomous units are being launched even before Sicily has touched down. Landing this craft is a delicate process and takes some time.

Delta Six has been designated, fourteen autonomous fliers armed with low grade weaponry. They are circling to keep the airspace clear around Sicily. It would appear that our sudden descent has caught most of the population by surprise as there is little in the way of military response yet.

Delta Five has been designated. Ten ground combat craft, nowhere near Hull 101's combat level but enough for this situation and quicker to fabricate given available material. They will hold the perimeter around Sicily.

Scanning proposed landing site. There is a small village nearby which will be affected by the wash from our landing thrusters. Delta Five has been dispatched to relocate them.

Sicily hangs at 80 kilometers now, descending slowly in order to minimize air displacement and prevent major storm fronts from blooming as a result of its passage. Already it blots out the sun for kilometers, and the fusion flames are bright enough to blind unprotected eyes.

Delta Five reports they have arrived at the village, designated Falton. Local populace appears to be mostly agrarian in nature, subsisting on farming and fishing. Many of them have volunteered for registration.

Delta Six reports incoming hostile aircraft, vectoring to intercept. Tactical analysis reports 43 fighter craft, 12 bombers and two aircraft carrying strategic nuclear warheads. Tactical reports high probability of engagement and destruction before they are in range to threaten Sicily.

Delta Four has been designated. 23 construction/maintenance drones. Delta four has been tasked with preparing the landing site.

Landing will commence in 5 hours...

Delta Five reports 1228 Citizens have undergone registration. Names and profiles uploaded, transponders implanted. Three locals refused registration and have been stored for removal. Delta Five is now transporting the Citizens to a safe zone. Delta Four is constructing safe shelter and housing for the Citizens.

Keep in mind, Chell is currently going through what amounts to a vastly compressed puberty in order to have her female biology reassert itself. Humans in this state are prone to wild actions and mood swings.

Make sure the civilians can take there belongings if they have something they want to take for some reason.
Delta Five has provided for relocation of all belongings for all Citizens. They will be arriving at the safe area momentarily, and Delta Four will finish the shelters soon.

Logistics would like permission to poll the Citizens for interest in manufacturing jobs and education.

According to EWAR's continuing infiltration of groundside information networks, the population's literacy rating before the Federation siege was 89%. While computer use is not yet ubiquitous, they are quite common in libraries and very common in government and military systems.
