This. So much this, the cultist are Templars against other cults and are fleeing from a war torn land, they begin pirating the trade routes and become black market merchants. To keep a steady resource supply they begin industry to augment the stealing

No, really.  Exiled from their former lands for their religious beliefs (their batshit crazy beliefs), a rag-tag group of survivors manage to colonise a barely-habitable rock.  Bereft of resources, they turn to piracy to meet the shortfall.

Aren't all pirates cultists to the sea goddess? Since they're at the mercy of the waves and all... Also, fleet of small ships, it's more piratey
