You should decide on your own for each action. And it is kind of guessing. Some GMs have formulas for such cases, but it makes this game a some sort of economical strategy. However, I think 2e is normal price to change tile type for this turn. Later obviously you can't destroy or create new continent for 20e.

Actually, the idea of the game is not mine. So I just would be happy to do my GM stuff well enough.
Maybe it will encourage someone to make another game. I believe there are many more skilled and talented GMs here on this forum.

Figured I might be able to get beings to adapt better to fighting, better natural weapons and such for war. Kind of make a survival of the fittest thing. If that won't work though, I'll just stick with adaptation.
