Fun moddable games?

Hi there! So I've been trying to look for a game that I can have fun modding with, you know just messing around it with it, being creative and cooking up some neat stuff.

Loose preferences:
- A game that encourages modding (built-in editor?)
- Roughly 4-5 GB (give or take a few GB)
- Sensible price, something roughly $25 or under will do
- An open-world first-person shooter (or just something open world)

So let me know what you guys think!  ;D

For an open world, the obvious seems the TES series (not a shooter if you don't play with a bow and arrow, though).

Ah yes! I have a Steam copy of Morrowind but it sadly doesn't contain the construction kit. Oblivion & Skyrim both have built-in editors (as separate programs) right?

You should be able to access the Construction kit, with a patch, apparently :

And yeah, both Oblivion and Skyrim have the same type of modding tool (separate from the game, able to add/modify nearly anything.

Woo! Thanks dude, now I finally have a reason to re-play through Skyrim & play Oblivion for the first time too! *thumbs up*

Doom doesn't have a built-in editor but those are easy enough to download.  If that is too obvious of a choice you can try Descent.

Anything Civilization is highly moddable, especially 4 and 5.

If you want something open world, and aren't too timid about doing a lot of writing, you could build a non-graphical MUD by downloading a MUD codebase such as Dawn of Time- www.dawnoftime.org.  There are others available but I've used this one personally, and even without any coding experience I've had some success.

Well for built in editor i would go planet explorer, multiplayer adventure mode or the campagin in single player even is pretty open world, its a kind of minecraft but you also design your own weapon and even vehicule, hell somebody made a flying mini battlestar galactica with the built in editor, is that powerfull enough? hehe.

Its third person, but you can switch first person too if you desire.

Crysis has a fun editor.

Many UE3 games let you mod them with UDK or a modified bundled editor.

Fallout: New Vegas has the official editor available for free (there are several other free editors too) and contains many FPS-like elements and costs between 10 and 20 dollars

The new Shadowrun games have built in editors, but they are more along the lines of tactical RPGs.

Dungeons of Dredmor is cheap and highly moddable (you don't even need a special editor for simple edits; just a text editor. You may need an image editor like GIMP for more advanced stuff though).

It doesn't fulfill the other parameters from the OP however.
