Edited the game to use the template and modified the start location, pending another move based upon whether or not areas of Europe outside of the UK are one region (I know the UK and Ireland compose one, but I don't know if mainland europe does.).

The USSR and its allies.  It, 'First World', and 'Third world' came up around this time to mean the allegiances of various nation states during the Cold War.  For reference, 'First World' was the US and its allies and 'Third World' was used to represent neutral nations.
