"I'm no expert on the subject, but new magnets are relatively easy to make, provided an initial magnet. Under the magnetic field of the old magnet, heat the material to be a new magnet to a high temperature, and hit it with a hammer. With a decent original field, and a high temperature, you can make ferromagnetic metals (mainly iron and nickle), permanently magnetic. For the size of magnets for a hydro electric dam, I would suggest making successively larger and more powerful magnets, up to the desired size."
