Cave adaptation.

Reading his name would trigger it. Thinking of him would trigger it. No other circumstances would trigger it- it was strictly related to the concept of Bill Clinton entering the conscious mind.

Did he arrive through the cavern layer? If so, that would explain it...

No. And I have a big roof on the ground level.

My theory is, the roof never cures cave adaption, just stops the timer. The dorf has been my liaison for 50 years. So every time he came, he stayed in my underground levels for a short while, talking to my expedition leader, and the timer added up...

He reached the edge of the map by dwarfapult this time, and it messed with his inner ear?

I'm new to succession forts in general, yes, but do all forts designed by multiple overseers inevitably degenerate into a body-filled labyrinth of chaos and despair like this? Or is this just a Battlefailed thing?

There isn't much middle ground between killed-by-dragon and never-seen-by-dragon.

This is generally correct.  Dark tiles add 1 count per tick; Outside tiles subtract 10 per tick.  But if you've got a roofed-over area, that's probably Light Inside, which is neutral, not changing the counter either way.  So if any dwarf spends (long term) at least 10x more time in Dark tiles than Outside ones, eventually they will get cave adaptation.  It's highly unusual for that to apply to the liaison, but in this case it could be possible.
