Dragon Civilization War
The dragons of the world used to all look the same. They settled in different environments (oceans, forests, mountains, grasslands, deserts, and glaciers,) and they filled the world. But, over thousands of years, the dragons evolved and adapted to their environments until they were completely distinguishable from one another. They formed 6 distinct races: The Ice Dragons, the Water Dragons, the Rock Dragons, the Forest dragons, the Grass Dragons, and the Sand Dragons. When the Rock, Grass, and Sand Dragons learned that the Water, Forest, and Ice dragons had lost the ability to use fire, a great war was waged between the 6 races for domination of the other races. The fire dragons and the non-fire dragons are allied to each other, but those alliances are shaky now, and fragmentation is almost certain. The monarchs of each race have their own plans.
You are the monarch of a race of dragons. Your goal is to recruit armies under you and your two generals to defeat all the other races. Either by conquering the whole world, or by killing all the other monarchs. You are currently allied with 2 other races, but you can back stab them at any time Keep in mind though, you have a limited supply of able-bodied dragons (referred from now on as "manpower") to fight for you, so don't be fighting every race at once.

Grass Dragons
Description: These dragons changed the least over the thousand years since the dragons spread across the world. They did become faster, however.

Rock Dragons
Description: These dragons settled inside mountain caves. Over the years, their fire became hot enough to melt through rocks, and their strength became unsurpassed by any other race. They are, however, slow and stupid.

Sand Dragons
Description: These dragons ventured into the scorching desert and became extremely resistant to heat.

Their heat resistance will make any race they battle's fire dmg go down by one point during the battle.
Ice Dragons
Description: These dragons moved to the frigid areas towards the north and south. They grow serrated claws to help them move on ice, and do more melee damage. But they lost their fire.

Forest Dragons
Description: These dragons lived in the large forests. They lost their fire, but became incredibly smart.

Description: These dragons became able to hold their breath for hours underwater. They lost their fire as well.

Bonus Ability:
If an army is moving through water or coastline tiles, this army can choose whether or not to engage an enemy army that is sharing a tile with them. They can also retreat from a battle instantaneously.
If you are playing, you must first choose a race, and place your three cities. These cities must satisfy the following conditions:
1. They must be in your matching environment. (If you are the Water Dragons, I'll just plop an island where you want your city to be)
2. You must have at least one city in each area of your environment (each race has two areas)
3. Each city must be no less then 10 tiles apart from another city.
4. Label one as your capital, one as your major city, and one as your minor city. (you can give them your own names though)
Your capital city starts with 1000 manpower, your major city starts with 750 manpower, and your minor city starts with 500 manpower. Manpower grows in each city 10 each turn.
Each turn, you can recruit 100 dragons total from your manpower to serve in the army under your generals. Your monarch is your best general, and starts in the capitol. Your first general starts in your major city, and your 2nd general starts in your minor city. You can recruit all 100 into one army, or you can spread them out among your generals. The manpower drains from the city that you recruited from. In order to recruit, you must be in a city with some manpower left. If two of your generals move into the same tile, you can trade troops however you like. If you get in a battle with two general's your best general's stats are the ones that count.
If you have a general that is not recruiting, you can move the army that general commands as many tiles as your race's speed is. If two armies intersect, and one wants to fight, then a battle will occur (with the exception of a Water Dragon army in a water tile.)
If you take over a city, you will have one turn where you are unable to recruit from that city, but then, you can use any manpower reserves in that city to boost your army.
If a civilization looses all of its cities, any remaining armies will still fight, but will be completely destroyed if they try to retreat. If all cities have been taken over, and all armies destroyed, then that civilization is eliminated. Alternatively, if the army with the monarch is destroyed, then that civilization is eliminated with all remaining armies disappearing and all cities being available to the first army that can get there.
A battle takes place in two phases, a fire stage, and a melee stage. The first turn of a battle is a fire stage and the remaining stages are melee stages. Fire stages are based on your race's fire damage, and the melee stages are based on your race's melee damage. Your general's stats and the terrain also play a factor. If you are fighting on your race's home terrain, your general gains 1 point for this battle, and if you are defending one of your cities, your general gains 2 points for that battle. A die is also rolled to give the battle some random aspect. The formula for casualties inflicted on the enemy is as follows:
Casualties inflicted upon enemy=(Number of dragons in your army)/50*general's stats*damage(melee or fire)*a 6-sided die roll.
Morale:
If an army becomes outnumbered more than 4 to 1, that army will retreat. The winning army will then get one more fire attack (unless you are the Water Dragons fighting over water) and then the battle ends. The retreating army will then take the most direct route to their nearest city. If a retreating army is intercepted, they will fight one more battle without the option to retreat.
A player wins if they take over all cities, or kill all of the monarchs. You can make or break alliances with other races any time you like. But beware because they can back stab you at the worst time.
