I had a migrant who arrived with a bone crown. I recruited him so he dropped the crown on the ground.
Since the item was owned I had to use dfhack to dump it.

But can dorfs equip accessories now? I don't recall I can even choose crown form the equipment menu.

I believe if historical figures kill people they sometimes make jewelry out of their bones and wear it. Check if the dwarf is a historical figure and be weary of potential vampirism.

Nah, it was a porcupine bone crown.
And yes, you are right, he killed a porcupine in a place called Archrace. :P
