The planets pass through a energy storm that grants its inhabitants ninjitsu abilities that are just enough above technology that the peoples of both planets abandon the pursuit of technology for these new abilities.  Unfortunately, it peaks far below technology would have the potential to achieve unless a person is especially gifted.  Just as planned.
