Granted. There are no laws or government, but everyone who disobeys certain unspoken rules is shot anyway. People surreptitiously leave large sums of money in prearranged drop spots. NASA, schools, etc. receive this money through untraceable wire transfers. 100 people receive large texts in the mail, then inconspicuously drop small pieces of paper with "Aye" or "Nay" scribbled on them in trash cans or laundry chutes. Whispers of new "laws" are communicated through the government.
In short, everything is basically the same.
